mans bombarding the forts of Namur
and large bodies of their troops con
tinuing to move westward, a contact
must soon be Joined with the main
allied forces. The German army will
then for the first time find Itself fac
ing its chief opponents and a great
battle which must have an enormous
effect on the future of the war ■will
will probably ebb and flow for several
days before a decision is reached.

success has been gained, although It
should perhaps be called a GermaJi
failure rather than an allied success.
"At the end of three weeks the army
has not yet attempted to deliver an
attack which had It taken place and
proved even partially successful a
week ago. might conceivably have In
terfered wit hthe concentration of the
French army and might have proved
prejudicial to their subsequen opera
tions.
"It as apprehended that the enemy
would be ready first and would take
full advantage of this circumstance.
These suppositions have proved Incor
rect. The situation at this moment Is
In amllltary sense satisfactory."

WATER POWER BILL
Washington, D. C.- The house today
completed consideration of the water
power bill, first measure on the adminis
tration conservation program. It was laid
aside for final vote when all other con
servation measures have been com
pleted.
The bill fs-ovldes for a system whereby
waterpower sites on the public domain
may be operated by private persons, cor
porations, or municipalities, under per
mits to be Issued by the secretary of the
Interior, who will regulate production
and aa'e of power.

Nish, Bervia.—The following an
nouncement concerning the victory of
the Hnrvla troops over the Austrians
was made here Saturday.
"The Servian army has gained a
great victory at Mount P*er and the
river Zadar. The enemy retired along
the whole front. Our troops pursued
them vigorously. The enemy suffered
enormous loss; the booty was great.
"Yesterday the Hervlans continued
pursuing the Austrians’ left wing' to
ward the Drlna and captured two more
cannon. The Austrian attacks on tha
Hervlans’ left wing were repulsed, the
enemy retiring pursued by a Servian
artillery fire. On the northern front
there Is only a feeble bombardment of
Belgrade.
"The Servian artillery has destroyed
three Austrian steamers and threj
barges near Stara.”
