Vinson Named For Congress
As the Sparta Convention
Platform Adopted By the Convetion--McGregor Creates Con
siderable Stir When He Announced That Pope Died When
He Heard Vinson Was Elected on Platform That He Did.
Sparta, Ga.—The nominating con
vention for the tenth congressional
nistriet convened in Sparta today and
Hon. Carl Vinson, who carried eight
counties in the recent primary, with
16 votes in the convention under the
county unit plan, was nominated,
nomination is, of course, equivalent
to election.
The name of Mr. Vinson was placed
m nomination by Mr. J. D. Howard,
bis campaign manager, while the
nomination was seconded by Mr. L#.
H. McGregor. Mr. McGregor created
somewhat of a sensation when he said
that when the pope at Rome heard of
the nomination of Mr. Vinson on the
platform on which he ran he died. A
platform was adopted by the conven
tion on the separation of church and
state. The nomination of Mr. Vinson
was made unanimous upon motion of
Mr. S. L. Olive, of the Richmond del
egation.
The name of Mr. Jos. S. Reynolds,
who carried Richmond and Columbia
counties, had previously been placed
in nomination by Mr. Samuel L,. Olive
and Mr. Wallace B. Pierce seconded

Vinson was made unanimous. Mr. E.
O. Cooper, of the Richmond delega
tion, was put on the executive com
mittee.
The following platform was adopted
by the convention:
“The democratic party of the Tenth
Congressional District of Georgia, In
convention assembled, in the city of
Sparta, this 27th day of August. 1914,
do make and declare the following
platform of principles and policies:
"We affirm our allegiance to those
fundamental principles and traditions
of the party which have inspired it
since the foundation of the republic,
and to those governmental policies
set out and declared in the national
democratic platform, which are not
inconsistent with Democratic tradi
tions.
“We pledge our support of the
present national administration of our
government, and commend its poli
cies and its efforts to redeem by prop
er legislation the pledges made in its
paltform.

“We observe with concern the vex
ing problems confronting the govern
ment as the result of the internecine
strife in a neighboring republic, and
of the almost universal war between
nations, all of which bear friendly re
lations with ours. We commend the
offer by President Wilson of the good
offices of this government in an effort
the governments now engaged in the
gigantic struggle which threatens to
paralyze the commerce of the w'orld,
stay the progress of Christian civili
zation, destroy innumerable he man
lives, and engender racial and nation
al envies and hatred that will for gen
erations embitter the relations of the
nation., involved.
“Relieving that the preservation of
a pure white race is of supreme im
portance, and that this cannot he at
tained except by maintaining white
supremacy in all the departments of
the government, and that the filling
of offices by persons of African
descent tends to remove natural and
social barriers between the races, we
oppose the appointment of negroes to
office, or positions either civil or mil
itar departments: and such negroes
now in office whose removal is pre
vented by status or civil service rules,
we believe should he so segregated,
that thej’ will not be permitted to
work or come in contact with, white
officers and employers of the govern
ment; and we opose the holding by
negroes of supervisory power over the
work of white employes.
Gambling In Agricultural Products.
“We believe that the buying and
selling of agricultural products
should he untrammelled, and that the
producers of staple agricultural pro
ducts should have a market free from
artificial restraint or control, and to
this end we favor legislation that
will suppress the practice of gambling
in such products under the guise of
contracts for their future delivery.
“Common experience discloses the
fact that the so-called contracts upon
the cotton, grain and meat exchanges
of the country are hut filmy disguises
of wagers made upon the prices of
such commodities, and that these
wagering contracts furnish a fictitious
basis for the fixing of such fictitious
contracts.
Economy.
“We favor an economical adminis
tration of governmental affairs. We
re xrd economy as next to honesty.
The profligate expenditure of the pub
lic treasury in the payment of exces
siye and undeseryed pensions, and in
the maintenance of a foolish militar
ism, we heartily condemn.
“The pension roll of the nation has
become a roll of shame, and congress
men vie with each other in their ef
forts to plunder the public treasury in
the name of patriotism, to pay pen
sions to fictitious veterans who never
felt the shock of battle, and to wid
ows of marriages contracted in con
templation of the speedy death of the
pensioner.
"We favor a full and searching in
vestigation of the national pensions
roll, and the purging from it of those
who never bared their breast In their
country’s defense.
“While we, condemn the unpatriotic
waste of the public funds in pensions
on account of a war long past, we
equally oppose the expenditure of
money in preparation of wars of the
future. Our geographical position
freedom from foreign alliances ren
ders it unnecessary to maintain a
large army or navy, and we oppose
the keeping in time of peace of a large
army, or building a larger na\ y than
is necessary to police our territory of
waters and prevent (he landing of
hostile forres on our shores.
Rural Credits.
“This country being an agricultural
country, the laws should be so
framed as to encourage the millions
engaged in agriculture, and to protect
them in the pursuit of their calling.
W'e believe (hat the laborer in every
field of human endeavor should have
protective statutes which will guar
antee him the fruits of hiH efforts.
“Agricultural lands being oLr chief
source of wealth, and subject to hut
slight fluctuation in value, have ever
been regarded as a choice security for
debt. We therefore favor the estab
lishment of a system of rural credits,
and of land banks, and the lending
of money by the government upon the,
security of agricultural lands upon
long time, and at a low rate of inter
est.
Rural Mail Servioe and Parcel Post.
“We favor an extension of the rural
mall service, and the parcel post sys-

Rules of Congress.
“In view of the fact that the Im

should be so changed as to permit the
calling of an aye and nay vote on all
matters before the committee, and (he

Church and Stats.
"We Te-afflrm with fervor and sin
cerity the democratic principle that
the affairs of the church and the state
should be in fact as in theory, forev
er separate and distinct. The doom
of America's liberty, America's in
stitutions and America’s priceless
constitutional privileges will have
been sealed Ihe moment her govern
mental affairs become dominated by
men whose supreme allegiance is to
to that church which disputes the au
thority of a secular government, and
whose hi :h priests arrogate to them
selves the vice-regal powers of heav
en. We oppose the granting of public
funds to any sectarian purpose, no
matter under what guise it Is pre
sented.
Immigration.
"We favor the enactment of more
rigid immigration laws, such that will
tend to bar from our shores undesir
able alien populations. The recent
wholesale embarkation of foreigners
residing in America for return to their
home countries for the purpose of
taking part in the wars which Involve
the continents of Europe and Asia,
strikingly proves the fact that a large
element of our immigrant population
have never become American in their
sympathies, and that their presence
here is but for the purpose of ex
ploitation of our resources and oppor
tunities, and that most of them still
harbor a purpose to return to their
own lands.
Life Tenure of Office.
"We hold that It is tin-democratic
for any office to tie filled for the life
of the Incumbent, arid we oppose the
life tenure of federal Judges.
"We believe that the system should
be abolished, and the constitution so
amended that some reasonable limita
tion should tie put on their terms of
office; we hold that the right of Im
peachment Is too uncertain and Inad
equate a protection to the people
against a tyrannical Judiciary.
County Unit System.
“We believe that the county unit
system is the best and safest plan for
the nomination of congressmen, and
the only system that Is In accord with
the democrctlc custom and tradition
We affirm our allegiance to that sys
tem.
"We believe that the candidate for
congress fiorn this district should al
ways he selected by ttie ballots of the
i legal electors in the district, and that
his nomination should nsver tie left
to the whims if the nominating con
vention
"Where no nomination Is made in
j the first primary a second primary
should be called In order that the
electors of the district may express
their preference between the two
j leading candidates.
“This convention Instructs the ex
ecutive committee appointed j,y it
make no rule or regulation governing
the congressional election Inconsistent
with this declaration.
"We commend to the people of this
