PRESIDENT FIR RE-ELECTION SAYS MARSHALL Vice President Authorized Statement That Wilson Would Be Democratic Candidate in 1916. Washington, D. .C.—-Vice President Marshall authorized a published state ment here today that President Wilson wound be a candidate for re-election. Secretary Tumulty said the White House knew nothing* of the statement and would not comment upon it. The vice president’s statement was made in the course of an authorized in terview on the political situation, which concluded thus: "The Democratic party will have but one candidate for president in 1916, arid his name happens to be Woodrow Wil son. He will have the entire and un qualified and united support of his party, Fair minded Democrats will recognize that lie is entitled to a chance for u second term to prove the utility of his policies. “Lightening rods already up may as well bo taken down and preserved for future use; democratic lightning will not strike a. rod in 191.6,“ SENATE PUSSES CLAYTON ANTI TRUST BILL Measure Supplements Sherman Law and Completes Admin istration’s Anti-Trust Pro gram Washington.—Amended In many particulars, the Clayton anti-trust hill, winch supplements the Sherman law and completes the administration’s trust legislation program for this sea son of congress, passed the senate late Wednesday, 4<> to 16, and will he sent lo conference, where the federal trade commission hill first of the anti trunt measures- still is under eonsld eration. Reports on both measures are hoped for within two weeks. Seven republican senators voted for the bill- Brady, Clapp, Gumming, Kenyon, Norris. T’erklns and Jones. They were Joined by one progressive, Poindexter. Penalties. The bill provides fines nnd Impris onment for officers of corporations convicted of offenses against the trust laws; prohibits exclusive and tying contracts which restrict Independence of purchasers, prohibits holding com panies where their effect Is to lessen competition or create monopoly and makes Illegal two years after the pass age of the act Interlocking director ates In competing corporations, any one of wtfleh has capital of more than $1,000,000. It also forbids the inter locking of railroad's directorates with corporations dealing In securities, rail road tuippiles or contracts anil liberal izes procedure In Injunction and con tempt cases. Sections of the house bill relating to mice discrimination and unfair com petition were stricken out in the sen ate. Exemptions. Labor, agricultural and horticultural organizations, not conducted for profit are exempted In the provision relating to monopoly. The maximum penalty for « violation of the provision pre venting exclusive contracts Is $5,000 or one year Imprisonment or both. The provision against holding companies would not prevent common carriers from acquiring branch lines where there Is no substantial competition. Sections relating to Interlocking di rectorates are made effective two years after the passage of the act. Railways. Directors of railroads, under the terms of the hill, cannot be Interlock ed with corporations dealing In secu rities, railroad supplies or other ar ticles of commerce or contracts fjr construction, maintenance, etc., to an amount of more than $50,000 in any one year, unless purchases are made after competitive bidding under regu lations of the Interstate commerce commission. A penalty of two years' Imprisonment and $'.*5,000 is prescribed for violation. Another provision makes It a fel ony for officials of common carrier corporations wilfully to misapply or permit misapplication of funds of the corporation, the penalty being not less than $5,000 fine or Imprisonment for not less than one or more than ten years or both.
