Brussels By Germans
Belgian Commander Adamant Upon Demand For Surrender.
Mr. Whitlock Officially Congratulated By King—Wonder

London, 2.35 a. m. —The correspon
dent pf the Telegraph who has just
returned from Brussels says a young
Frenchman who represehted the Chi
cago Daily News in Brussels, has been
arrested and shot.
"On Saturday,” said the correspon
dent, “I reported to German head
quarters in Brussels where I found
Ven. Von Jarotzky. I asked for a
pass and received one to go anywhere
signed by Von Jarotsky, who com
mand a brigade of 5,000 men in an
army of over a million.
“I went to a point near Hal, where
I learned of the great turning move
ment toward the allies left flank. I
realized at once that no newspaper
man would be allowed here. 1 felt
sure that if I remained I would be
arrested and shot as a spy.
Became Alarmed.
“On my return to Brussels 1 found
the town in turmoil owing to Von
Jarotsky’s stupidity which had nearly

take arms and finish off Von Jarotsky
and his men but fortunate;., the error
was discovered in time.
Surrender Demanded.
“T was in Brussels for some time
before the Germans entered. It was
midday of Wednesday (date not
given) when the German commander
demanded the surrender of Brussels.
The commandant replied that he. was
bound by his honor to defend the
town.
“Brand Whitlock, the American
minister, advised the unconditional
surrender, pointing out how resist
ance might bring increased misfor
tunes on the citizens, but the com
mander remained adamant until or
ders arrived from King Albert telling
him to surrender.
Congratulated by King.
"Later Mr. Whitlock was officially
congratulated by the king for his
action. Undoubtedly he had a great
deal to do with saving Brussels.
“The German entry into Brussels
was a wonderful ahd impressive sight.
I have seen many military parades in
time of peace but never a parade on
sd vast a scale which went on with
out a hitch.
"It was impossible to imagine that
there men had been fighting contigu
ously for ten days or that they had
ever been in active service. First of
all came six cyclists, then a detach
ment of cavalry, then a great mass of
infantry, then guns and field guns
and more infantry, then huge How
itzers, then a pontoon train and then
more infantry, from half past one on
Thursday until Sunday morning with
out a break.
Especially Impressive.
“The pontoon trains were especially
impressive. They were carried up
side down on trolleys drawn by six
horses. All cavalry horses as well as
the horses of the artillery and coin
misary were in wonderful condition.
“Each company was accompanied
by a traveling stove, the fire of which
was never out. There was always
some hot drink ready for the troops.
As the Germans marched they sang
all sorts of songs and national airs.
Like everything else their singing is
perfectly organized.
“An aeroplane kept its station ahead
of the advancing horde and it signal
led both day and night by dropping
various colored stars.
Immense Mass.
“I became overwhelmed after watch
ing this immense mass of men march
ing by without a hitch for three days.
I never believed such a perfect ma
chine could exist. In all about 250,000
men passed through Brussels and
thousands more marched south direct
from Louvain. The German soldiers,
many of them, marched thirty miles
daily for six successive days. Some
were so weary they slept as they
walked and occasionally one fell ex
hausted, whereupon an officer would
kick and prod until he awoke him.

Belgian Queen Appeals to Women ol

London—Madame Emile Vandervede, seeretar\ of the new uni
versity of Brussels, will sail Tuesday from Liverpool for New York
bearing an appeal from Queen Elizabeth of Belgium to American women
to aid Belgian women. *
"Five of the nine provinces comprising three fourths of all Bel
gium. she said today, "arc in the hands of the Germans. Homes

or telegphones are left in several provinces. The women and children
