CRUISER ORDERED TD SMYONA The North Carolina to Carry Gold For Relief of Americans in Turkey—To Be Met By the Gunboat Scorpion London, 1:58 p, m.—The American cruiser North Carolina, which sailed from Falmouth yesterday, has been ordered to Smyrna where she will provide money for Americans and look after the missionaries in Asia Minor. The cruiser will stop on the way to transfer Captain Richard H- Williams, U. S. A., who is charged with the relief of American tourists, to the American gunboat Scorpion, which will return to Constantinople and afford relief to the Americans there. Captain Williams will carry $50,000 'in gold for the immediate use of stranded tourists. Reports indicate that Americans have had difficulty in getting accommodations from Turk ish bankers. The Scorpion is now stationed at Constantinople and the arangement by which she will meet the cruiser North Carolina at Smyrna will avoid the necessity for the cruiser »o pass through the Dardanelles in tune of time of war. BOUGH ROADS FOB JAPANESE sms Wire Communication Interrupt ed From Kiachow—U. S. Legation Has Taken No Action on Seized Steamer Pekin.— Telegraphic communication having been interrupted, no nears has 'been received here from Kiaochow con cerning the progress of the Japanese sea and land movements against that place, although all Chinese officials in Shantung province have instructions to keep Peking advised. V Owing to the rough character of the Voads in .Shantung, two or three wdeks probably will elapse before Japanese and British regiments will be able to cross the peninsula and arrive with their siege guns before Kiaochow. The German legation her protested to the Chinese government that the foreign office note of Sept. 3 is auth orization to Japan and Great Britain for the violation of China’s neutrality. The note referred to, it was pointed out by Chinese officials today, was general in its terms and was addressed to the entire diplomatic body. Regret Expressed. It recited that Germany, Japan and Great Britain were transgressing China’s neutrality in Shantung prov ince and expressed regret that China could not prevent such transgression. No note of protest was sent to Great Britain and Japan exclusively. The American legation has taken no action concerning the American steam er Hanamet, seized last month by a British torpedo boat destroyer while on her way from Shanghai to Tsing tio to remove non-combatants. Scores of taxable Items were discussed. That cigars and tobacco would not be taxed seemed assured, but an increased tax on beer is certain. Domestic wines probably will not escape. Several members urged an increase from one to one and one-half per cent in the tax on incomes in excess of *4,000. A tax on inheritance was pro posed. THE HAVAS AGENCY. London.—The foreign office today issued this statement: “Conclusive evidence produced by the Agencc Havas has entirely satis fied the foreign office that the state ment occurring in a recently published report forwarded by his majesty's ambassador at Berlin, that the Agence Havas had agreed in future to pub lish news concerning Germany only If supplied through the Wolff Tele graph Bureau, is not correct.
