That arrangement is concrete and
practicable.
It is absolutely safe.
The government can expend upwards
of $350,000,(100 on the Panama canal,
with benefits and returns contingent
solely upon an unknown future, with no
security whatever.
It can expend $45,000,000 to build a
railroad through laska to aid settlers
and investors of that region, with re
luVns even more contingent than those
from the canal.
It can expend, as an absolute gratuity,
millions of dollars to bring back Ameri
cans from Europe, and from Mexico —
Hut when it is asked to protect mil
lions of its own people from the blast
ing effects of an unforeseen and unpre
cedented castastrophe; when, in return
tor this soVviee from me public treas
ury. it takes no risk whatever, but is
off sered the best staple collateral on
earth—cotton—then it suddenly develops
that our laws are full of “jokes ' and
that there is some kind of a string tied
to every proposition by which the emerg
ency cuivency is to be put to work.
Millions upon millions of crisp emerg
ency currency is now lying idle in the
treasury waiting to perform its work of
salvation of cotton and for tho nation!
Where is tlie hitch?
Some of the banks that have applied
for this currency, meeting the oneVous
requirements and standing for the heavy
tax which they must pay for its use.
have, up to now, obtained only a small
part of the allotment due them.
As this editorial Is being written the
President of one of tlie most prominent.

his hank is entitled by law to nearly
$150,000 of the Aldrich-Weeland emerg
ency currency, and though the bank ap
plied for far less than that amount sev
eral weeks ago. It has not up to this
time received one dollar's worth. “That
$150,000.” said the President of this
bank, “would go far toward saving the
situation in my county. As it is in my
town, so it is in every other town in
Georgia similarly situated.”
Many banks throughout the South
have asked for none of this currency
because of the burdensome requirements,
and hundreds of banks could not get any
of it if they wanted it because, not be-

FOR SWOLLEN ANKLES
OR EYELIDS TRY BUCHU
Mixed With Juniper, Best For
Kidney or Back Pains and
Swelling.
Swollen eyelids or ankles, twinges
or back pains in the region of kid
neys, spots before tho eyes, yellow
skin, shortness of breath are sure
signs of weak kidneys. Nearly all
rheumatism, headaches, liver trouble,
nervousness, constipation, dizziness,
sleeplessness, bladder disorders come
from sluggish kidneys. The moment
you experience any of the above
symptoms get from any reliable drug
gist a bottle of Stuart’s Buchu and
Juniper. Take a tublespoonl’ul alter
each meal. Drink plenty of ivater.
Stop eating sugar or sweets. In a day
or so y< r kidneys and bladder wiil
act fine. The symptoms disappear
like magic, for Stuart's Buchu and
Juniper Compound acts quickly on the
Kidneys and bladder, strengthens

leg national banks, they are debarred
trom tiie privilege of using it.
Now, there ought to be some way by
which this emergency currency may bo
put to work to save the situation in the
South—just as our esteemed contem
porary, The New York Commercial, says
it has already been saved “by the timely
help of the government”—a help which
the South on its knees is importuning
(lie government to render and which up
to this time has been withheld!
The administration, of course, has the
interest of the South, as well as of other
sections of- the country, at heart—but we
do not believe that the authorities at
Washington understand the situation
here. If they did. just as much of that
$500,000,000 as necessary to meet condi
tions would be forthcoming on the best
collateral security that could be offered
—warehoused cotton. The problem that
now' confronts the whole cotton belt
could thus bo solved in a day.
'Phis problem will not, and cannot, be
solved ns long as thrt*e is a farmer in
the South who cannot take his single
hnle of cotton to town, warehouse It and
then take his certificate to Ills nenrest
bank and got a reasonable advance on
It, leaving a margin abundantly large
enough to protect the government while
at the same time enabling the borrower
to secure enough money to meet emerg
ent living expenses or to discharge
pressing obligations.
The banks will gladly oe the medium
of this relief if the federal treasury will
permit them to do so. If they haven't
tiie money they cannot lend it, and so
long as the government reserves to it
self the right to issue currency, it is up
to the government to furnish, under ab
solutely * safe restrictions, such currency
as may be necessary and meet just such
an emergency us that which now con
fronts so large a part of our country.
