What" duty Is erjuall. than to patronize a plan 6 sor 6 communicating it to those w ho are to be the future guardians of ° U Th« b wisdom of this saying Is ap parent when I consider that the ed - U?r who quoted It differs with me in Iwo ideas of chief importance; yet I doubt not that he is as sin< lf re I . as h( [ anl i believe that trade should be he believes it should be ham pered. One of us is ignorant. I sneak plainlv but not offensively). There can be no compromise In our ideas. Either business should be free or it should he hampered. Concerning taxation, I believe that there should beone tax only; the ed itor believes there should more than one: how many more I know not; I doubt that he has any Idea. But it Is (dear that one of us Is everlasting wrong, for either there should he on ly one tax or there should be more than one. Between our ideas there is a great gulf fixed. Roth of these questions are ques tions of morality. Either I am moral In one or both, or he Is moral In one or both. It is clear that one of us 1* immoral. I agree with your contemporary that the education of our youth in the science of government is the most pressing duty of those who are suf ficiently enlightened to perceive Its Importance. For It was declared in 17*9 by the first National Assembly of France that “ignorance, neglect or contempt of human rights are the sole causes of public misfortunes and corruptions of government " And long before the days of France's ’•evolution. Isaiah described Israel as ; "a sinful nation, a people laden with ’.Alqulty," consequences due to the /'buses that 2.100 years later, afflcted France, Isaiah wailed; “Israel doth not know; my people doth not con sider." Vivlanl thus follows the democratic ideas of Gladstone and Arthur Bal four, the conservative leaders, who refused titles. The Emperor of Rus sia, in place of the decoration, of fered Monsieur Vivlanl an object of art as a souvenir of his visit to Rus sia.
