FRIDAY, SEPTEMBER 25. DIE HUMANE WORK, FIRED ON BY GERMANS British Admiralty Issues For mal Statement in Reply to Charges After Helgoland Bat tle London, 1 p. m. —The British ad miralty today issued a formal reply to the statement of the German minister at Copenhagen that British officers fired on drowning German sailors af ter the naval engagement of Helgoland and that a British shell was thrown into a lifeboat containing German sur vivors. The admiralty admits that the shell was thrown, but explains the circum stances as follows: Every Effort Made. “Every effort was made to save life until a German cruiser of the Stettin class appeared on the scene and opened a heavy fire on the British destroyers and their small boats. The destroyers were forced to retire in or der to avoid destfuction. The Gos hawk removed her men from her boat, leaving it to German prisoners, near ly all of whom were wounded. It is to be regretted that a bluejacket on the forecastle of the Goshawk, exas perated at the Inhuman conduct of the German cruiser, threw a propectile which could not possibly under the circumstances have exploded into this small boat as it drifted past his ship. Comparatively Trivial. "This no doubt is the incident re ferred to by the German minister at Copenhagen. It cannot be defended, but the act was done under consid erable provocation, and it was surely a trivial offense compared to that of the German cruiser which fired many shells at the boats of British de stroyers while they were engaged in humane and chivalrous action.” Regarding the allegations that Ger mans fired at German sailors who were in the water, the udmiralty says there are many British naval officers and men who actually caw officers of the German cruisers Mtinz and Koen igin Luise fire at thek own men in the water, presumably because they were of the, opinion that they were prematurely deserting their posts. There are many men jn our hospitals the statement cortinues, whose wounds testify to the accuracy of the German officers’ fire. Out of 350 men saved from the Mainz, about 160 were picked up swintming in the wa ter. Many of them fiad been wound ed by revolver bullets. CARNEGIE BACK: TELLS m II IS SUITED Mischief Alreidy Done When the Kaiser Was Away---His Military Atvisers Acted in Concert Against Him, Says Steelmastex. He has lone more good for Ger many than (Uy other man before him. He has built; up a great foreign com merce and a marvelous internal bus iness. The laiser himself is a peace loving man. Cofldn’t Be Altered. "The troiiile was started by the German mi|tary caste that rules the country. T)e Kaiser gathered around him a groui of men who, unknown to him, acted In concert and in his ab sence took'the action that could not be altered.. “As for hy own country, I do not know how to thank God that I live In a brotlerhood of forty-eight na tions ~ fortr-eight nations in one union.” J America! s’ duty to the world, Mr. Carnegie idded, is to point the way to an eve’lasting peace. “What ie want is an international court to top war. No real friend of lasting pace wants to stop the war now. Tht would be a short-sighted policy anl would be but an armistice.” ENFORCED NAVY’S ND LIQUOR RULE Washigton—lt became known hers today tMt an Issue Involving enforce ment offeecretary Daniels' regulation against jquor on naval vessels and in navy vans had been raised and set tled to he entire satisfaction of all concerns.
