Berlin, (via London, 3:10 p. m.) —
The correspondent of The Lokal An
zelger, In a despatch published here
today points out that a decisive turn
In the battle which has been raging
In the western theatre of the war
need not he expected for sometime.
Subordinate actions of a decisive
character are becoming more general,
the correspondent declares. The loss
es of the, Germans have been extra
ordinarily heavy and the fact that
those of the enemy have even been
greater Is poor consolation. The
troops are confident that in the end
they will win the action.
Seem Glad of It.
A long column of French prisoners
of war arrived during the week from
the direction of Rhelms. Last Mon
day the correspondent met a column
of about 1,000 men whose faces show
ed that they were glad to have at
last escaped the terrors and turmoil
of this greatest of modern battle
fields.
Continuing, the corespondent says.
“My own experience, and that of of
ficers, is that the population of
Northern France Is maintaining a sat
isfactory attitude We meet such
friendliness as is reasonable to ex
pect under the circumstances. Con
ditions in France are much better
than in Belgium." .

GOOD ADVICE TO NATURALIZED
CITIZENS
To The Herald.
Can you spare space for a few words
on this neutrality question from a for
eign-born citizen?
When I became naturalized, over 30
years ago, I not only relinquished al
icglance to the mother country, but
swore allegiance to the United States.
As a consequence (If a solemn oath,
or a “scrap of paper," has any value)
I am under obligation to consider my
adopted country first. If there has
been no change In the naturalization
laws, all foreign-born citizens are in
the same category; and to avoid or
obstruct the neutrality of the country
in any way is so thoroughly disloyal
that It merits even severe punishment.
The proclamation of the president
should have all the effect of a law,
and be honestly and heartily carried
out by every one. indeed, those who
have the interest of the country at
heart will do so.
On the other hand, such foreign
born residents as are not citizens
should hold their tongues or leave the
country. They have no right to take
steps which may hurt the country
which has given them a home; In
deed, it is rather Impudent for them
to raise their voice in public matters,
nnd savors of treason.

AN APPEAL TO THE CHURCH.
To The Herald.
The enormous and unnecessary loss
of life which takes place in our coun
try is a fact of profound concern to
every right-hearted citizen. The eco
nomic waste, the domestic sorrow and
Impoverishment, the social responsi
bility entailed and the needless bur
den laid upon charitable organizations
and the state call for an intelligent
study of plans of safety and preven
tion.
Every men, woman and child In the
city is directly Involved und should
lie interested in this situation con
fronting us in factories, railroad trav
el, street crossings, trolley transit and
sanitary situation.
The church has a profound Interest
in the bodies as well as the souls of the
people. Hospitals are Rood, but here
as elsewhere "an ounce of prevention
is worth a pound of cure.” The ma
jority of accidents on railways, steam
boats, streets, in factories and mines
are preventable. Christian civilisation
places a high value upon ail life. Meh
are first physical helnßs. To Rtinrd

church.
We request that every minister in
our city call attention from his pulpit
to this and support in every way pos
sible this movement for the conserva

They tell me that my letter* about the
road* have done *ome good. I must
acknowledge that I am very much
softened in my attitude toward the
authorities. I feel all the bitterness
of my pent up aggravation deserting
me. They began repairing the two
crevasse* on Broad street Instantly,
In fact before my letter was publish
ed, so great was their anxiety to
pacify me.
It makes nre feel very much In th*
wrong and very apologetic and alto
gether disarmed.
Nevertheless I am not wholly sat
isfied, though I say It In a deprecat
ing tone; there are other things to
he done. I do not want to appear

paper declares that on the second day
of fighting Belgian troops advanced to
within about one mile of the Louvain
railroad station and poured a heavy
artillery fire over the station building
and the Immediate neighborhood. This
compelled the small German force of
occupation to fall back before three
Belgian divisions which were led by
King Albert himself. The King dis
played wonderful bravery. A little
later, however, the German field
howitzers shelled the enemy wdth such
force that a hasty retreat resulted.
The losses of the Belgians were heavy,
while the German artillery did not
lose a single man.
Four Time* Greater.
On the following day, the Cologne
Gazette continues, the Germans who
in the meanwhile had been reinforced
attacked the Belgians. Notwithstand
ing the fact that the Belgians were
numerically four times superior to the
Germans, they were completely de
feated. In this fighting the German
naval coast artillery reserves dis
tinguished themselves. They had been
taken into Belgium the day before. On
the second day the losses of the Bel
gians also were very heavy.

CLEARING GALICIA
London, 6:40 a. m.—A Petrogrnd
dispatch to the Reuter Telegram Com
pany states that an army messenger
has announced that the Russians havo
almost empletely cleared Galicia of
the enemy,, who has taken refuge In
Carpathian passes. The same source
confirms the reports of the progres
sive destruction of the Austrian army.
An eye witness states that two Ger
man army corps took part in the -bat
tle of Jaroslau, according to the same
dispatch. Russians had to take of the
enemy's trenches at the bayonets'
points.
