I.) —The following infor mation has been given out In Berlin for publication: “A bomb dropped by one of the enemy's aviators at Dusseldorf dam aged an airship. “The seat of the Servian govern ment has been moved from Nish and is now at Uskub. "The German war loan, which amounts already to 2,420,000 marks ($605,000,000) has been paid up in cash to the amount of 636,000,000 marks ($159,000,000). "The Brazilian minister in Berlin has requested thirty of his country men living in the German capital to Inform their relatives that they are enjoying complete security and that they have not been deprived of their liberty. "This step is taken because of tele graphic reports to the effect that the Brazilians in Berlin has been shot. The decision markt a distinct advance in the exemption of semi-contraband goods from seizure when carried In American bottoms. This declaration, In effect, Is that American irade in cotton seed oil in neutral bottoms is not subject to seiz ure or detention, not only when des tined for neutral countries but when shipped to Germany, if not intended for military uses. To Holland Bhfpmanta The British government has assented to so much of the proposition as re lates to shipments to Holland of neu tral goods, such as foodstuffs which The Netherlands government has em bargoed for exportation. The solicitor's opinion goes beyond the mere matter of cotton seed oil and lays down the principle that cotton is not contraband and Is not subject to seizure even when shipped to a belli gerent country, providing it Is on Am erican or other neutral ships.
