Board of Federal Re serves Announces Its Approval of the One Hundred and Fifty Million Dollars Loan, in Prin ciple-Hopes All Will Make Subscriptions Washington,—The federal reserve board tonight announced its approval, In principle, of the plan for a $130,000,- 000 loan fund to take, care of the sur plus cotton crop Governor Hainlln of the hoard, in a letter to Festus .1. Wade, of St. Jxiuis, one of the hackers of the plan, said while the board could not express it self upon details, it was of the opin ion that the Just administration of such a fund would benefit those in terested and the rest of the nation as hanks and merchants would sub scribe. His letter follows: The Letter. “The federal reserve board has giv en careful consideration to your sug gestion that a fund of $150,000,000 be raised by subscription from banks, trust counpanlee, bankers and mer chants for the purpose of rendering assistance to the cotton growers and merchants of the United States, until the present abnormal conditions caus ed by the European war have been terminated and normal conditions re stored. "I am directed by the board to state to you that while it cannot, very nat urally, express itself‘upon the details of the plan as to personnel of man agement, commissions, interest rates, etc.. It is of the opinion that the rais ing of such a fund of the amount In dicated anil Its administration Justly and fairly, upon reasonable terms and conditions, would go far towards the restoration of normal conditions, and would redound to the benefit, not on ly of those interested in the produc tion, movement and manufacturing of cotton, hut as well to the entire peo ple of the country. The extent of damage to the steamer la not yet known. She will arrive at quarantine tomorrow morning under tow. The Saint Quentin la from the Chil ean coast with fertiliser materials and will he the second to reach this port by way of the Panama C'anal.
