vestigation. Says America Not
Ready. Scores Carnegie.

paredness of the United States for war
"offensive or defensive" by a national
security commission was proposed In
h Joint resolution Introduced today by
Representative Gardner of Massachu
setts, who recently returned from the
war zone in Europe.
"I have Introduced this resolution,”
said Mr. Gardner, "because I know
that a public search will open the
eyes of Americans to a situation which
Is herns concealed from them. The
United Htaten Is totally unprepared
for a war, defensive or offensive,
against a real power. In my pplnion
the effect of the vast sums of money

ganda has been to blind Americans to
the fsct that our national security
from a military point of view Is un
determined.

"Nearly every army and navy offi
cer to whom I have spoken tells me
the same story of Inadequate security.
I hsve yet to speak to a single member
of either the committee on naval af
fairs or the committee on military af
fairs of the house of representatives

the same admission. Yet all these gen
tlemen seem to consider it their duty
to refrain from any public statement.’
Mr. Gardner declared with respect
to the present European war that his
views were "not those of a neutral."
"I am entirely convinced,” said he,
“that tile German cause is unholy and
moreover a menace to the principles of
democracy. But no matter which side
wins, we must remember that since
the beginning of time victorious na
tions have proved headstrong and high
handed. We must begin at once to re
organize our military strength If we
expect to be aide to resist high handed
cases when the day of necessity
comes.”

San Francisco.—After being granted
clearance for Valparaiso with n cargo
of coal today, the American freighter
Sacramento, formerly the Herman
Kosmos Liner Alexandria, was halted
outside the Golden <iate by a revenue
cutter and brought back to port. Cap
tain Anderson, a wireless operator
and two satlora were brought ashore
In a launch and the Sacramento an
chored off Alcatraz Island.
No statement was obtainable from
port officials ns to the reason for de
taining the Sacramento. The vessel's
change of regtater from the German
to the American flag was accomplished
only after long official Investigation
to satisfy the federal government of
the sincerity' of her sale and trans
fer. At the same time the sale of the
Alexandria by the German line to an
American company was announced, A
Carnegie Roes, British consul general
here, expressed the opinion that the
genuineness of the transfer was \
question that a prize court might he
called on to decide.
