Oct. 18. on the return to port of the British warships which vanquished four German torpedo boat destroyers in the North Sea last Sat urday. The dispatch follows: “Bearing battle honors proudly the cruiser Undaunted this afternoon led into Harwich from the North Sea the destroyers which participated In the engagement last Saturday, the result of which was the sinking of four Ger man destroyers. Cheered the Crews. The spectacle ashore and afloat was a moving one. Sailors, soldiers and civilians swarmed on to the pier and to points of advantage, cheering the victors as did the crews of the Fearless which was in the Helgoland fight and other vessels. "Interviews with the crew of the Undaunted show that this vessel to gether with four British torpedo boat destroyers, left Harwich early Satur day morning and sighted the Ger mans early In the afternoon. The smaller vessels closed in and became busy. In Running Fight. “Then began a running fight. While the cruiser, protected from torpedoes by her fighting consorts, devoted her attention particularly to two of the enemy’s ships, the destroyers attacked the other two. The reply from the Germans was very poor in compari son. The first of the enemy's craft sank after a half hour's fighting. Within an hour and a half the battle was over.” WILINIRESS, AMERICAN BAR President Welcomes Associa tion Members, Who Are in Washington for Three Days Annual Meet. Washington, D. C. —President Wil son delivered an address of welcome to the .members of tlie American Bar As sociation who are here for the three day annual meeting. There was a notable gathering of distinguished lawyers and judges to hear him. At the conclusion of the President's speech William Howard Taft who is president of the association, read his annual address. All tho business sessions of the as sociation are being held in Memorial Continental Hall of the Daughters of the American Revolution. The head quarters are at the New Willard, while the general council met in the Pan- American Union building this morning. The association will tackle the ques tion of negro members Thursday, when a resolution rescinding the resolution declaring negroes undesirable, passed in 1912, will be debated. There are at present, three negroes in the associa tion and it is contended that they were elected by stealth without the associa tion knowing it wasjadmitting other than white men. This evening Senator Elihu Root, of New York, will tieliyer an address en titled: "The Layman’s Criticism of the Lawyer.” Tomori-ow, the Right Honorable Sir Charles Fitzpatrick, Chief Justice of the Dominion of Canada, will speak on “The Constitution of Canada,” and on Thursday, there will be an address by Romulo S. Naon, the Argentine Am bassador, on ‘‘The Argentine Consti tutional Ideas.” Many allied and subsidiary bodies meet at the same time, and addresses will be delivered by Governor Simeon E. Baldwin, of Connecticut; Robert H. Parkinson of Illinois; Edmund Wet more of New York; Associate Justice Mcßeynoldu of the United States su preme court, and Charles A. Boston, of New York. Administration offi cials today were hopeful that normal conditions in the matter of foreign exchange transactions between the United States and Great Britain be restored as the result of the con ferences that have been begun be tween Sir George Paish. special advis er to the British chancellor of the exchequer; B. B. Blackett, of the Eng lish treasury; Secretary McAdoo and the federal reserve board. Although no definite plans thus far have been taken up with the English men, it is said that Mr. McAdoo and the reserve board members feel that the cotton situation Is the vital point In the matter and that if Sir George’s visit here is to be productive of any beneficial result some plan must he worked out by which the surplus crop will be cared for and manufacturers induced to buy cotton. Sir George, it is stated, has not been authorised to agree to any plan but must return to England and lay be fore the cabinet any proposal that Is made, or communicate with his gov ernment regarding acceptance of It. It is said he came here to hear sug gestions from the United States gov ernment in regard to meeting Ameri can debts to English merchants.
