S. OUT ON COTTON BILLS Total Elimination of 1915 Crop, Conditioned on Action of Other States, Probably Balloted on Late Today. Columbia, S. C.—With discussion of n bill for total elimination of the cot ton crop of 1915 scheduled for a vote In the house today and with the house bill providing for a two-thirds reduc tion in acreage pending in the senate, the South Carolina legislature finds itself with c variety of bills design ed to relieve the cotton situation. The lower house lias passed a bill prohibiting the planting of cotton on more than one-third of the land cul tivated by a farmer and In any case not more than six acres of cotton to the plow. The bill is pending on third rending on I lie senate. $25,000,000 Bond Issue. The submission to the electors at the general election of the floating of a $25,000,000 bond issue to retire the surplus of the present crop of cotton Is provided for by bills now pendtng In both the house and serata. Army-Navy Football Game Will Be Played West Point And Annapolis Agree to Play Annual Game For Five Years, This Making 1914 Game a Certainty. Washington.—An agreement binding West Point and Annapolis to piny an annua! Army-Navy footfall game for five years and specifying Franklin Field, Philadelphia, as the place for this season's contest and November Sftli as the date, was announced last night by Secretary 'larrlaon of the war department and Meutrtiant Com mander Needham Jones of the navy, ttoth declared tills made the playing of this year's game a certainty. As agreed on. the plan stipulates that the two school# will choose the site for the games alternately, the Navy having lh« preference title year. The place Is not to he north of New York or south of Washington. It also provides that when It Is the Navy's turn to choose the site In lilt everything possible shall he done to provide more commo dious tacilttlcs than new arc afforded at Franklin Field.
