C. —The British em bassy today made public a copy ot a communication made by Great Britain to the representatives of the Allies and neutral powers In London, pro testing against the laying of mines by the Germans on the high seas and in trade routes which is described as “an illegitimate means of conducting warfare.” The communication states that mines have been found in several cases as far as 50 miles from the English coast and that since the beginning of the war eight neutral and seven Brit ish merchant and fishing vessels have keen destroyed by mines. What 1 want to say is this: I have read the column with care and deliberation for the past mouth and have reached the conclu sion that the public has not got any mind. I hope you will pardon my frankness. 1 do not know If anything can be done about this. The only kind of let ter which anybody seems to be able to write is a “knocker." It apparently never occurs to anybody to write a commendatory letter, or one express ing satisfaction at anything;' all they can think of is to find fault with something. The public seems to think (hat your column is an instrument of correction to the municipal govern ment, and a general organ whereby they can whine their woes and com plaints at the patient and over-worked authorities. Did you mean it to be the vehicle for the caustic If somewhat unfledged satire of the Town Kicker? It seems to me that the title of the column has been misunderstood. It seems to have been construed as What the Public Minds. I wish you would start a column labeled 'WTiat the Public Does Not Mind. It would be a restful change. OPTIMIST. THE ASSOCIATED CHARTITES— WHAT IT IS. WHAT IT DOES. WHAT IT ASKS. To The Herald: Practically every one in Augusta knows the work of the Associated Charities, but for the benefit of those who may not know a few facts are given herewith. * The Associated Charities of Au gusta was organized January, 1904. Chartered April, 1907. Since January, 1904, an office has been maintained and systematic work has been kept up although the support has never been sufficient to enable us to do adequate, constructive work. The association is a non-sectarian organic union of twenty-four different charitable societies, and citizens who contribute towards its support. It relieves distress, ascertains by careful investigation the needs of the poor and meets those needs, prevents imposition upon charitable people by professional beggars and frauds. Its objects are: First, to become the medium of co operation for all existing charities, a clearing house, as it were. Second, to obtain for each appli cant the necessary assistance, endeav oring to relieve his condition of de pendence. This, when possible, is done without giving alms in order that the self-respect of the applicant may be maintained and that he may not become papuerized. Third, to try and secure employ ment for all who are able and willing to work. Fourth, to bring all who are able but unwilling to work under corrective influence. Fifth, to protect the public from professional beggars and frauds. Sixth, to provide the poor with friends who are more than alms givers, who will be patient, personal, ministration and example, teach them habits of cleanliness, self-control, saving and independence. It asks your co-operation. Give nothing to the beggar at your door or on the streets, but send him to the of fice, No. 206 Montgomery Building, with the assurance that his needs will be supplied. —DIRECTORS THE ASSOCIATED CHARITIES OF AUGUSTA.
