Washington, D. C. —Dlrtct appeal for
subscriptions to the proposed $135,-
hOO.OOO cotton loan will be made to
Boston and New England bankers by
W. IV (i. Harding, member of the fed
eral reserve board, in active charge of
this fund.
Mr. Harding and Governor Hamlin
of the hoard arc in Boston today en
deavoring to Interest New England
bankers.
Bankers there are said to look upon
the plan as peculiarly designed to help
only the south and to feel that it Is
their duty primarily to cure for the
cotton manufacturers of their section
whose interests may not he along the
line of maintaining the price of raw
cotton.
Mr. Harding however, was said to
he confident that his mission w'OUld
meet with success.
Reports from other sections of the
country to date show that the plan is
being approved by hankers and busi
ness men.
Members of the federal reserve hoard
here look upon the proposed aid to
cotton producers as a matter which
concerns the whole country and hope
that view will tie taken in New Eng
land

Great Liner Safe at Belfast
Today. Anxiety Over Rumor
of Mine Disaster.
London, 10:55 a. m.—The safe arri
val today of the White Star lane
steamer Olympic at Belfast haa caused
much relief here. The detention of
this level at Lough Swilly, In the
north of Island gave rise to many ru
mors of disaster to the great liner and
her narrow escape from the mine field
has brought home to the English Imag
ination the grave danger from this
soiiree. Today the drastic mine policy
of the British admiralty is meeting
with general approval. New mine regu
lations virtually close the North Sea
from the nor th and navigation which
normally follows North Sea routes will
be diverted to the English Channel.
This change in trade routes will give
England much better control over neu
tral shipping which otherwise would
use the North Sea.

vessels San Giovanni and Regina
D'ltalia, laden with American copper
and detained by British authorities at
Gibraltar, have been permitted to pro

that this action had been taken, it was
