The State Department officials promised to take the question up with the British ambassador here. UNTOLD LOSSES THREATENED IN CATTLE HERDS Must Be No Delay, Says Secretary House, in Combat ting Inroads of the Foot and Mouth Disease. Washington. —All shipments of live stock from Canada to the United States wifi he barred by a quaran tine order prepared today at the de partment of agriculture. There Is n.i evidence of foot and mouth disease In the dominion, but Infected cars have been sent over the border and the order is to prevent their return. Delaware was added to the list of quarantined states today because of the discovery of the disease at Wil mington. This brings the number of quarantined states op to 13. Rhode Island. Washington. —Officials of the de partment of agriculture prepared to day to extend their fight against the foot and mouth disease to Rhode Is land- An order quarantining that state against shipments of livestock was ready for Immediate Issuance. The addition of Rhode Island would make 11 states under federal quaran tine against 'the epidemic New York, Ohio, Massachusetts, Pennsylvania, Indiana, Illinois, Maryland. Michigan, Wisconsin and lowa comprise the in fected areas. Must Be Localized. Reviewing the fight the states and the department of agriculture are making, Secretary Houston said that unless the infection immediately could be localized and quickly eradicated, it threatned untold losses among live stock. “Veterinary authorities of the Unit ed States,” he said, "are agreed that the only method of combating the dis ease is to stop all movement of stock and material which have been sub jected to any danger of infection and to kill off without delay all herds in which the disease has gained any foot hold. This enables the authorities to eradicate affected herds and to iso late and hold under .observation all suspected herds. Concealed Sources. “The federal and state inspectors are now tracing up, through bills of lading and railroad records all ship- j menu* of live cattle which have been made .during the last sixty days out of any of the Infected or suspected districts. The herds of animals so ! shipped are located and Immediately | examined by veterinarians. “At presen* the chief danger lies In j the possibility of there being con- j cealed sources of infection,” the sec- i retary added. MORE SHIPS IS PROBABLE PUN FOB U. S. NAVY Increased Building Program Predicted as Result European War Upheaval. Getting Ready for Appropriation Bills. Washington.—Predictions of an in creased naval building program this year—a result of lessons drawn from the European upheaval—were made today by Representative Roberts f Massachusetts, a member of the na val affairs sub-committee. That com mittee soon will begin work on the appropriation bill and congress will have, at least four more of its big sup ply measures ready for action soun after the beginning of the PecemWr session To Begin Work. "There will be an increased program for the navy; even If it is necessary to sacrifice some of the other parts of the naval hill," said Representative Roberts. "I* ts too early yet to fig ure out Just what the increase will be but the sub-committee will begin worn on the bill within a fortnight and have It ready for the full committee it the outset of congress" The legislative, executive and Judi cial bill, providing mainly Tor salaries, aggregate $37,000,000 In this year's Mil. and the District of Columbia ap propriation measure, which for this year carried $12,000,000, will be ready for the house to tske up when con gress convenes, according to Repre sentative Johnson of South Carolim. Less Thsn Last Year. "The two bills will carry less ap propriations than they did in the past session," Mr. Johnson said. The pension appropriation bill, ag gregating more than $170,000,000, also will be ready and Representative Hay of Virginia has given notice that he will be ready with the army appro priation bill soon after the house meets. The attendance t*f men at meetings exceeds 259.000 a year, 44.000 lodgings are provided and more thsn 300,000 free meal*. SIEGEL GRAND URGENT TRIAL Bankrupt Banker and Head of N. Y. Department Store That Bore His Name Faces Charges Geneseo, N. Y. —Henry Siegel, bank rupt banker and head of a New York department store that bore his name, appeared in the supreme court here today to stand trial for grand larceny. The alleged offense was committed in New York but Siegel secured a change of venue. Arthur C. Train, assistant district attorney of New York, and a corps of aslstants brought into court a great quantity of documents and hq/ks taken from the office of the Siegel store and the private bank conducted in connection with it. Siegel Is to he tried on an indictment charging him with the theft of less than S7OO. Prank E.
