Atlanta, Ga. —According to detailed re
ports from forty Georgia counties re
ceived in answer to queries sent to every
chamber of commerce in the state by J.
IX Price, commissioner of agriculture,
cotton reduction averaging .42 per cent
of the present crop is promised in 33
counties next season.
In fifteen counties the reduction will
be .50 per cent or over—Bibb. Colquit,

The letter of Inquiry to Georgia
chambers of commerce was mailed in
the latter paVt of October by Commis
sioner Price many of the answers, cov
ering the situation in the forty coun
ties, were based upon actual pledges of
reduction by the farmers—as in Dee
county; others were taken from state
ments made by farmers at mass meet
ings called for the purpose of ascertain
ing their position on reduction; still
others were estimates, carefully made,
by secretaries of chambers of commerce,
secretaries of county fair associations,
and other men in a position to know
what they were talking about. Further
reports from other counties are also ex
pected by Commissioner Price.

gratifying to me/’ said Commissioner
Price. “They show that the farmers of
Georgia are thoroughly alive to' the fi

I Trying to Torpedo French
Warship, German Submarine
Meets Her Fate Off Belgium.
Paris, 3:55 a. m.—A special from
Dunkirk states that a. French torpedo
boat sank a German submarine off
Westende, Belgium.
The submarine it appears was try
ing to torpedo the French warship
when the latter’s, commander caught
sight of her periscope, put on full
speed and charged down on the enemy
which disappeared. A large quantity
of oil rose to the surface marking the
spot where the submarine sank.
The torpedo boat sustained only
slight damage and returned ot port for
repairs.

12 NEGROES ARRESTED.
Tapma, Fla. —Posses of citizens and
officers have arrested twelve negroes In
and near St. Petersburg as suspects In
the murder of O. J. Sherman, assault on
his wife and robbery of their home. All
are held in Jail until Mrs. Sherman is In
condition to have them brought before
her for Identification.
THE TSING-TAU SURRENDER.
Toklo. —Meyer Waldeek, who was in
command of the German forces at
Tslng-Tau, according to a despatch
from Tslng-Tau to The Asald. has sent
a telegram to Emperor William saying
he was compelled to surrender the po
sition on account of lack of ammunition
and the heavy damage Inflicted by the
enemy on his forts.

The alleged shooting of five Spaniards
by German soldiers at Dirge and the
1 onibardment of the Spanish consul
ate at Rhelms were the subjects of a
lively debate In the cortes today.
Deputy""Kanta Crus declared the
government did nothing to protect the
Spanish subjects and said It was es
pecially shameful that General Huerta,
former provisional president of Mex
ico, after shooting so many Spaniards
should he permitted to come and live
in Spain.
The foreign minister. Eduardo Dato,

ernment had promised to investigate

Deputy Soriano, replying to the for
eign minister, said that tills was not
enough. In his opinion Germany
