I hold a medical dip - RUSSIA CHARGED WITH ATROCITIES Committee Returns From Galicia With Report Over 1,000 Executions, Robbery and Sacrilege. Lemberg, Galicia (Via Petrograd and London). A committee appointed to investigate conditions in Galicia re ports that there have been wholesale murders, executions and excesses of every description in war-swept Galicia. Thousands of starving and homeless families give evidence of these condi tions. The Russian population, the com mittee says, sutfered most severely, less from natural consequences of war than from the cruelty of Austrian of ficials, who always suspected the loy alty of the Galician populace and have acted with marked severity since the beginning of the war. The committee reports it established the fact that in seven counties 258 men have been shot or hanged, includ ing two priests. Throughout Galicia it is estimated 10,000 arrests have bee 1 made and 1,000 executions have taken place. In five counties, the committee states, its members counted 4,050 burned homesteads. In the county in which Przemysl is located there are 3,620 families, with 3,800 children un der five years of age who are home less. Robbery and the sacrilege of churches are reported and itps said that whole families, including babies, children and decrepit old men—in one instance a deaf mute have been thrown into prison. ENGLISH GOVERNMENT TO INTRODUCE SOME FORM OF CONSCRIPTION London. Rumor has been rife so? some time that the government in tends to introduce some form of con scription. Semi-official denials have appeared, but those behind the scenes have known that the disclaimers have been prompted by political sentiment and have not been In strict accord with facts. Recruits are not coming forward in sufficient numbers. The average al present is about 16,000 a week, but the war office can deal with 30,000 a week. The government now realizes that drastic steps must be taken to make good the deficiency. But be fore conscription is resorted to the prime minister will make an appeal to the country and a further recruit ing campaign will be undertaken by Mr. Asquith, Mr. Lloyd-George and other prominent statesmen. If after this campaign the necessary recruits are not forthcoming the government will yield to the demand of the war office for some measure of compul sion. The telephone is more useful to those who talk as if face to face, for civility removes difficulties and facilitates the promptest possible connections. As in other intercourse, it often happens that two or more people wish to talk with the same person at the same time. Without courtesy confusion is inevitable, and the confusion is greater when the people can not see each other. The operators must be patient and polite under all circum stances, but they will do better work if they meet patience and politeness on the part of telephone users. The Bell Telephone service enters intimately into the social and business life of each individual. The best results come through the practice of mutual courtesy.
