modeled, Dade county, Florida; hospital
building, Tallahassee. Fla.; hotel build
ing. St. Petersburg, Fla.; sewers. Annis
town, Ala.; factory buildings, Birming
ham, Ala.; pavings, Kissimmee, Ocala
and West Palm Beach, Fla.; seawall,
West Palm Beach, Fla.; waterfront im
ptovements, Miami, Fla.; warehouses,
Huntsville, Ala., and Tarpon Springs,
Fla. Arcadia, Fla., contemplates con
structing paving, waterworks system
and extension of sewer system and erec
tion of city hall, fire house and jail. The
cit> council of St. Augustine, Rla,,
voted to call an election upon the Is
suance of $150,000 of sewer construction
bonds.

Girard, Ala.; electric light plant. Rook
mart. Ga.; railroad rebuilding and dou
ble-tracking, north of Atlanta, Ga.; road

Marengo and Randolph counties. Ala
bama. and Hillsborough county, Florida.
“Industrial plants will be established

the training diet of the Harvard foot

for the atack of appendicitis which
kept Captain Brickley out of the game
most if last season, in the opinion of
Dr. Richard C. Newton, president of
the New Jersey state board of health.
In a letter to one of the university pub
lications, Dr. Newton says:
“The idea that meat eating may
cause appendictis is so prevalent that
it would seem to have some founda
tion in fact.” He suggests that “this
extremely important matter deserves
all the study and research necessary to
elucidate the question.”

TO RETURN TO TEXAS
Texas City, Texas.—According to
telegraphic advices received today at
headquarters of the second division,
United States army from Washington,
General Frederick Funston has been
relieved of command of the Fifth Bri
gade at Galveston and belief is ex
presed here that he will not return to
Texas. His successor in command,
it is said will be Brig.-Gen. Geo, W.
Bell, Jr., now at Vancouver Barracks,
Washn.
The Fifth Brigade comprised troops
recently returned from Mexico.
Col. Charles M. O’Connor recently in
command of the Sixth Cavalry here, is
assigned to command the Second Cav
alry Brigade on duty along the Mexi
can border in Arizona.

Atlanta, Ga.—Governor John M.
Slaton, personally a kind-hearted man,
is clearly opposed ot the Christmas
pardons which ave marked many ad
ministrations. His desk is piled high
with petitions that convict after con
vict be pardoned for a Christmas gift.
“I have no more right to free con
victs because it is Christmas that I
have to take the state’s money and
distribute it among the poor,”.be said.
“The pardon power is not a. matter of
personal gift but of official duty. I
should like to see every man free and
happy on Christmas Day, not only be
cause it is Christmas but my birth
day as well. But I have not the
right to open the prison doors merely
beca.use it is Christmas.”

to congress today the Interstate Com
merce Commission mnkes these prin
cipal recommendations:
I.aws to control railway capitaliza
tion.
Compulsory use of steel cars in pas
senger trains and prohibition of the
use of wooden cars between or ahead
of steel ones.
Definite penalties for violations of
the hours of service act.
Laws to make explicit and certain
the authority of the commission to
examine all documents ami records of
railroads.

All the contmisslon's recommenda
tions are made in extraordinary brief
form and without discussion.
Otherwise, the commission's report
Is a chronological review of this work
of the year.
The work of physical valuation of
railroads is well under way. With
the coming of winter, the field parties
are being transferred from Northern

roads to those in the South. There
are now eight parties at. work sur
veying aboirt 1,500 miles a month. The
number of parties will he increased on
•January Ist to about twenty for each
of the five districts.

ging continue to he a prominent fea
ture of those investigations, the re
port says, and cases of inexperienced
men have been found. The number
of collisions due to englnemen falling
to regard block signals has decreased.
"The Inherent weakness of the train
order system continues to manifest
itself as a. prominent feature of the
accident record,” says the report, call
ing attention to the need of legislation
to make standard operating rules.
