Addition of 25,000 Men and
1,000 Officers Urged Im
mediately. Report Made to
President Today.
Washinoton---That. the United States
army be immediately recruited to its
full war strength, which would mean
the addition of 25,000 men and 1,000
officers, is urged by Secretary Gar
rison, of the War Department, in hia
annual report presented today to
President Wilson.
Such an Increase would give tho
regular army a total of ahout 120,000
men, of whom 50,000 would be avail
able as a mobile fighting force in the
Continental United States. The
present mobile strength of 31,000, the
secretary points out, soon will be cut
in half by additions to the garrisons
in the Canal Zone, Hawaii and the
Philippines.

prehensive consideration what its
later developments and final conclu

regular establishment, the secretary
urges that steps be taken at once to
create a more adequate reserve army.
He dismisses as impracticable talk of
immediate disarmament, and as
groundless fears of militarism in Am
erica, and recommends military pre
paredness on the ground that “eter
nal vigilance is the price which must
be paid in order to obtain the desir
able things of life and to defend
them.”
Whatever the Future,
“Whatever the future may hold in
the way of agreements between na
tions, followed by actual disarmament
thereof, of international courts of ar
bitration, and “other greatly-to-be-de
sired measures to lessen or prevent
conflict between nation and nation,”
says the report, “we all know that at
present these conditions are not ex
isting. We can and will eagerly adapt
ourselves to each beneficent develop
ment along these lines; but to merely
enfeeble ourselves in the meantime
would, in my view, be unthinkable
folly. By neglecting and refusing to
provide ourselves with the necessary
means of self-protection and self-de
fense we could not hasten or in any
way favorably influence the ultimate
results we desire in these respects.”

EDISON PUT
Reconstruction Work Begins

West Orange, N. J. —When the fire
which swept the ten-acre manufactur
ing plant of the Thos. A. Edison Com
pany here was extinguished today a
hurried inventory of the damage re
vealed that 11 of the 18 buildings had
been destroyed, others had been dam
aged and that the loss would approxi
mate $7,000,000.
Seven thousand men are employed
at the plant and half of these, it is
estimated, Will be idle temporarily.
The entire force of employes was put
to work today removing the debris.
Under the active supervision of Thos.
A. Edison, they began tearing down
the concrete walls which had to be re
moved, while the embers were cool
ing.
Immediate steps to rebuild have been
taken. ,
Charred Body.
At least one man perished in the
flames. That became known today
with the finding of a charred body in
the ruins of the film house where the
explosion which started the blaze oc
curred. Two other men, both work
men, were reported missing.
The flames were beaten back from
the laboratory and workshop of Mr.
Edison where were stored innumerable

records and materials gathered from
every corner of the world. At the
height of the fire the men removed
the most valuable records to Mr. Edi
son's home.
Await Cooling Off.
West Orange, N. J. —Fire that de
stroyed eleven of the eighteen build
ings of the manufacturing plant of the
Thomas A. Edison Company here last
night was under control early otday
and it was announced that there was
no further danger of the destruction
of the laboratory and storage battery
plant. Several other buildings, in
cluding the warehouse for the storage
of finished products of the plant and
the power house also were far enough
removed from the burned section to
prevent their destruction.
Thomas A. Edison, whose Inven
tions are perfected and manufactured
at the plant announced that work of
rebuilding would be started as soon
as the debris cooled sufficiently for
workmen to clear it away. In line
with this announcement word was
sent out today to all employes
to report for duty as usual, but pre
pared to assist in reconstruction.
Many of the 7,000 men and women
employed by the company will be re
tained in their regular capacities, it
was said, while ail will be given em
ployment of some kind.
The loss was estimated at between
