young men of the nation from Indus
try scarcely at all, yet produces a
trained body of men which the strong
est military power In the world could
only attack with the assurance of
meeting it fearfid resistance und suf
fering enormous losses.
II is interesting to note that the
adoption of the Swiss system would
change the United States from the
weakest land on the great nations of
the earth to the most formidable. Here
ore the figures. To defend her neu
trality Switzerland has now mobilized
3 00,000 men. Her population is 3,800,-
000. In the same ratio of army to
population the United States would
have 7.800.000 soldiers in time of great
m ed. Kven Germany had only 5,000,-
000 trained men when this great wir
started: while Russia probably had
about the same number on whom she
could depend without further instruc
tions.
Reserve.
It is this sense of the enormous re
serve of men, “ounnon fodder,” In the
10(1,000,000 population of the United
States which gives superficial persons
a sense of security. Man plus gun
equals soldier, they reason. Hut as a
matter of fact the trained man is the
only one who counts in the first six
months of a great war.
How many trained men has the
United Stales today? That is a hard
question to answer, for our militia, or
N itional Guard, is an uncertain body
of varying efficient) But giving the
National Guard all the benefits of the
doubts, both as to numbers nnd tmin
ing. the regular army of the United
States und the guard together only
number 175,000 men.
Thin Is a little more than half the
forces of Switzerland und loss than
one-forty-fourth the army the United
States would have If the Swiss sys
tem were adopted, if a major power
attacked us, our present little army
could only die bravely—and uselessly.
Small Size.
Partly due to the smalt size of the
country, mobilization In Switzerland 'a
the quickest In the world. it took
Just forty-eight hours for the entire
army of 800.000 to be at their posts In
the early part of August last, whrtt
it was feared that the French and
Germans might violate the neutrality
o the little state. German military
experts expressed their admtrutlon of
this fact. •
The Swiss forces are a citizen army.
Kvery citizen is liable to serve with
the colors at any time from his twen
tieth to his forty-eighth year.
The forces are divided Into the Aus
•ug, or elite, the young men up to
the age of thtrtv-two; the 1-undwehr.
or first reserve of soldiers from thirty
three to forty years old: and the
" I .andstrmn" or second reserve, of men
from torty-one to forty-eight years
of age
The cantons, corresponding roughly
t our states, recruit the infantry, field
artdlery. and cavalry, while the con
tecerates enroll the engineers, guides,
sanitary and administrative troops.
Uniforms nnd equipment are fur
nished by the cantons but the fede
ral government reimburses them for
tla se. and also supplies the troops with

tion of armament and equipment, at
which every soldier has to appear and
show that all his implements of war
are in Rood order.
Kvery man is at liberty to decide
whether he shall serve In the infantry
or cavalry, a member of the lutter
providing his own horse. Rich and
poor march side by side and a mer
chant may find he Is a private under
a corporal who Is his employe in peace
time.
The recruits of each year are sent
to one of the schools for recruits lo
cated in different cities. Here the in
fantry receive sixty-five days' prelimi
nary training. the cavalry ninety days,
field and mountain artillery, seventy
five; engineers, seventy-five; transport
men, forty-two, and ambulance men,
sixty.
The instruction is Imparted by a spe
cial corps of instructors aided by the
officers of the higher and lower rank
in the small standing army.
Since 1907 the cavalry and all the
branches of the Auszug must attend
a repetition course of eleven days ev
ery year. The lguulwehr forces have
a repetition course every four years.
The Swiss are especially proud of
their rifle shooting. Every reservist
must do a certain amount of rifle prac
tice each year and his record is care
fully kept. Every village, too. has its
rifle club, or “Schuetzengesellschaft."
It will be remembered that the Swiss
took the world's championship on the
occasion of the rifle shooting contest
at Camp Perry, Ohio, in IRIS, and that
this was the fourteenth time out of
sixteen that the little nation had cap
tured this coveted honor.

Only the instructors, the general staff
and a few other officials receive a reg
ular salary. The reserve officers re
ceive pay only for the period of their
brief training. The private when on
duty has his traveling and living ex
penses paid and gets also 16 cents a
day. The recruits of all services re
ceive only ten cents a day, yet It Is
recorded that many a thrifty Swiss
youth has returned to his village at
the end of his training with almost ev
ery centime of his pay-.
The United States army costs one
dollar per inhabitant a year; while the
Swiss army, forty-four times larger
in proportion to population, costs $2.25.
Every Swiss cltlsen must become a
reservist unless he Is physically un
fit or less than five feet one and one
half inches tall.
The officers for the Swiss forces ure
trained In several schools. There is
a central military college at Thun for
the instruction of officers of the gen
eral staff and another for regimental
officers There Is an Infantry Instruc
tor training school at Basel and there
are special shooting and ambulance
corps courses.
Many Suggestions.
The Emperor William honored the
Swiss with his presence at the man
euvers in 1912 and got many sugges
tions for his own army. In these man
euvers six hundred mountaineers at
tacked an Imaginary enemy occupying
the Egglahorn. a mountain 9.625 feet
above ti e sea level In height. The
battalion descended from the Jung
fraujoch. 11,140 feet high, where they
had camped over night in the snow,
executed a forced march across the
great Aletsch Glacier In a snowstorm
and then stormed the Egglshorn. Not

In the present company of soldiers
from Fort Savatan carried artillery to
the greatest height In the mountains
yet recorded in any army. In full uni
forms they dragged their maxims and
mitrailleuses to the summit of the
Dent-du-Midi, 10,695 feet high! tn
the full portion of the climb, the men
were obliged to cut footholds in the
Ice. The artillery practice, including
an attack on a mountain pass occu
pied by the “enemy” was Successfully
carried out. Every man was present
at the roll call when the exhibition was
over.
Germany.
While Switzerland in the north Is
pro-German In sympathy, the nation
realizes that their most probably en
emy. that Is, the one with whom there
is mots likelihood of trouble, is Ger
many. A popular picture post card in
Switzerland shows a supposed Inci
dent of the emperor's Inspection of the
maneuvers two years ago. It Is labeled
“The Kaiser in the l.and of the Best
Shots.” The emperor. In full war ac
coutrement. Is shown looking at a sim
ple Swiss soldier holding a rifle. Tn
the distance Is a target. In which the
soldier has Just made a bull's eye
"So, my son,” says William, "there
are a hundred marksmen like you In
Switzerland. But suppose I come wltn
two hun'red Prussians?"
“In that rase, your majesty.” replies
the mountain soldier, "we must each
fire twice.”
