He concluded by say ing: "Now Is the time to be silent and to act." OPEN BIDS FOR 8 SUBMARINES Great Diving Ship Must Have Speed 21 Knots on Surface, 16 Knot 3 Under Water. Washington.—Bids wore opened to day at the navy department for eight, now submarines, one of which is to displace between 925 and 1,066 tor.s (the exact specifications being a naval seert.) The great diving ship must have a speed of 21 knotß on the sur face and 16 knots under water; will lie propelled by Deisel engines with oil fuel and tie of sufficient cruising caaclty to accompany a fleet around the world. There were only two bid ders, the Electric Boat Company and Iho Lake Submarine Torpedo Boat, Company. The latter submitted thirty separate bids. For the big sea-going submarine the electrie company’s bid was the loweet, at $1,350,000 for a ves sel of 925 tons, while the Lake Com pany’s bid for smaller harbor defense boats was the lowest, being $373,000 for a vessel of 280 tons. As (he lump appropriation of $4,- 468,000 must provide at least eight boats, it would appear that It will he necessary to choose the smaller type in at least seven cases. LOANS SOON ON GEORGIA COTTON Details of the Wade Plan Per fected. Money to Be Loaned Next Week. Atlanta, Ga.—Robert F. Maddox, chairman of the Georgia committee in charge of the state's share of the Wade cotton loan pool, wired Frank Hawkins, president of the Third Na tional Bank, from Washington Tues day that all the details of the plan had been perfected and that the money would he loaned on cotton beginning next week. Mr. Maddox has been meeting with the central committee In Washington, and is expected home in a day or two. On his return there will probably be another meeting of the commit tee, of which Mr. Hawkins is state chairman. The fund was to have been ready for loans this week, but the delay is caused by the fact that all the fortns of notes, cotton warehouse receipts and the like have not been received. As previously stated, the Georgia fund will lunout to about $20,000,000. It will be distributed through 100 sub committees representing various sec tions of the state, ami will be loaned to farmers through the banks. Lou ns will not be placed on less than 100 bales of cotton unless on the specific recommendation of the state committee. The money will be loan ed Ht the rate of 6 cents a pound, basis middling, but subject to a 20 per cent margin That is, on the 100-bale transaction, money will be actually loaned only eighty bales. which would be equivalent to 6 cents a pound. GRANTED NEW TRIAL. Atlanta, Ga. —The state supreme court has reversed Judge Ben Hill of the superior court, on the ground that the wording of a charge by him tend ed unduly to Influence the minds of the jurors, and James Sewell, convict ed of the murder of F. H. Goodman last September, will get a new trial. Sewell's lawyers appealed on the ground that Judge Hill erred In his charge to the Jury when he said: "When a man Is dying and has given up all hope of life, the solemnity of the scene, give his statement the sanclty of truth and Is admitted as evidence." The court was referring to the dying statement of Goodman, the victim, who accused Sewell of murdering him Sewell claimed that he slew CVodman In self defence.
