COMPREHENSIVE SWISS
SCHEME OF TAXATION
Berne, Switzerland—The Swiss gov
ernment has devised a comprehensive
scheme to meet the estimated budget
deficit on account of the European
war. The tax paid by those who can
not actually perform miliatry service
Is to be doubled; the Import duties on
alcohol are to be doubled, and there
are to be substantial increases in the
postal rates and telephone charges.
A government tobacco monopoly Is
also proposed as a new source of in
come, being estimated to yield about
$3,000,000. The Increased rates for In
land parcel postage and for telephone
calls will yield about $1,200,000. The
total deficit for the year is figured at
about $3,700,000.

of the Pennsylvania Railroad Company
in a statement Saturday said ho re
garded the eastern rate derision ns the
beginning of a broad constructive pol
icy In railroad regulation.

Washington—Secretary Garrison to
day asked congress for an urgent de
ficiency appropriation of $554,371 for
transportation of the army to Vera
Cruz last summer. The appropriation
would be In addition to the current al
lowance for transportation of the
army and Its supplies and would cover
“extraordinary expenditures in the
charter and refitting of chartered
transports.”
