NUMBER INCREASES
U. S. Is Robbed of Millions
Needed For War Purposes.

Washington, D. C. —Official figures
compiled by the treasury department
show that Income tax dodging Is rap
idly Increasing and that the federal
government has been robbed of mil
lions of dollars which are needed to
fight Germany.
The Increase In Income tax collec
tions last year was wholly the result
of the rounding up of very rich men.

This does not by any means repre
sent the TOTAL AMOUNT of frauds
and evasions, but simply the IN
CREASE n the amount of tax dodging
among the well-to-do.
And yet there is no excitement in
Washington over these frauds. Every
official of the treasury department
knows these facts, and yet not one
voice has been lifted to call "STOP
THIEF!"
If a gang of burglars broke into the
vaults of the treasury department and
stole $1,000,000, the entire secret ser
vice of the United States would be
turned loose, the police In every city
would be notified, and every newspa
per in the country would carry col
umns about the pursuit of the thieves.
If the secretary of the treasury or
any official ignored or condones such
a theft, he would be Impeached and
summarily removed from office.

their Just taxes.
Why is income tax dodging on the
increase? The answer is very sim
ple .
The average man has found out that
with the secret system of making col
lections. and with the inadequate force
of the treasury department to check
up the returns, he Is in danger of de
tection. He learns that his neighbor
with an an income as large or even
larger than his own has never paid an
income tax and has never even been
questioned. Ho he concludes that If
everybody else is dodging income taxes
HE might as well.
That is why there were nearly 21,-
000 fewer Income lax payers In 1915
than in the year before. That is why
there were 10.000 more tax dodgers in
New York last year.
During the civil war we had an Income
tax and exactly the same thing hap
pened, until in 1865 the Income tax re
turns were made public by act of con
gress. Then a scandalous condition of
fraud and evasion was dscloseil.
Wealthy and prominent citizens, living
like millionaires, were found to be pay
ing no taxe at all. In one city two old
women, who happened to be honest,
paid more taxes than all the rent of
the population put together.
Publicity of Income tax returns Is
thus shown by the experience of our
own government to be a sure and swift
cure for tax dodging.
Up to date congress has refused to
order the returns thrown open to pub
lic inspection, although there has been
a great demand for such action.
How much longer will the people al
low this scandalous condition to con
tinue, especially at the present time,
when every dollar of revenue is needed
to fight Germany?
