Quarantine
In Augusta
Has Been
Suspended
The influenza quarantine restrictions
which have kept the churches schools
and theatres of Augrustac losed for nearly
eight weeks were suspended by action of
the Board of Health late Tuesday after
noon. The board decided to suspend the
quarantine "in view of existing condi
tions and under proper precautions.’’
This action followed a most illuminat
ing talk by Prof. Charles W. Stiles, of
the United. States public health service,
the well-known authority on health mat
ters who at present is visiting Augusta,
where he was fonmerly detailed. Prof.
Stiles was present at the meeting by in
vitation.
The "precautions” are to be compiled
by the Board t.* Health and furnished
that part of the p iblic affected by the
suspension of the quarantine. Their pur
port is, as Prof. Stiles explained, to "turn
the churches, schools and amusement
places into an asset in the fight against
influenza instead of a source of danger
by securing their coo-peration in the cam
paign against the disease.” The pre
cautions include:

That In the churches announcements
shall be made from the pulpit concerning
the proper measures to avoid and fight
the disease, and requesting co-operation.
That in the schools particular attention
shall be given the individual pupil, who
shall be removed at the first sign of
infection: that teachers shall institute an
"educational program” advising children
of the proper precautions in coughing
and sneezing: that no pupil in whoso
family there is influenza shall attend
school; that especial consideration shall
be given pupils recently recovered from
influenza, in that they shall not be re
quired to study too hard for some time to
come.
That In the theatres no patrons be ad
mitted beyond seating capacity; that the
lobbies are not to be crowded; and that
at each performance slides picturing the
proper precautions to be taken in sneez
ing and, coughing and other ways in
which to assist in eradicating the dis
ease he thrown upon the screen.
Although street cars w re not mention
ed in the discussion Tuesday, hut it is
authoritatively stated that the interpre
tation of the suspension act is that trol
ley cars shall continue, until further no
tice. not to admit patrons in excess of
seating capacity.

Augusta's amusement places re-open at
once. Churches will hold their Thansk
giving services Thursday. Superintend
ent Lawton B. Evans has announced that
the school doors will be re-opened Fri
day morning for the reception of all pu
pils and that the Christmas holidays will
be shortened as much as possible in or
der to make up for lost time: while it is
probable that tho term will be extended
in view of the lost time.
If the suspension results in a fresh out
break of cases the chief health officer is
empowered to withdraw it. It is believed,
however, that “flare” occasioned by
the recent peace demonstration has about
burned out, and that the co-operation of
the public, as requested by the health
authorities, will eliminate the necessity
for withdrawing the suspension.
Influenza may occur more or less
sporadically until next June, when warm
weather sets in, stated Prof. Stiles, and
in view of this and because the disease
now seems to be on the wane he sug
gested that the quarantine he suspended
as an experiment which he believed would
prove successful with the co-operation
of the public. This experiment worked
out well in North Carolina, he stated.

son, secretary
Besides Prof. Stiles, the United States
public health service was represented by
Lieut. TT. H. Wagenhals, in charge of the
office here.
After stating the object of the meeting
Mayor Littleton called for expressions
from those present, whereas several mem
bers called for an opinion from Prof.
Stiles.
Prof. Stiles' Talk.
Tn response, Prof. Stiles staged that in
view of conditions as reported to him—
the disease appearing to he on the wane—
he would suggest that the quarantine be
suspended with reasonable precations de
pending upon the co-operation of the pub
lic. He, would not suggest the lid be
lifted at this time, nor would he advise
a suspension without the proper precau
tions attached. In the course of his talk
he outlined these precautions as have
beey set forth above, saying that with
this co-operation the churches, schools
and theatres could be turned into an as-
I set in the campaign against influenza.
To lift the quarantine, he said, would
mean that the health officials took the
stand that all danger was past, and that
this would not be true as long as there
is a case in the city. There would prob
ably be sporadic cases all through the
winter, and to keep the quarantine in
force until the disease is entirely eradi
cated would probably mean restrictions
until next .Tunc, He advised the suspen
sion because he had been reliably in
formed that the disease is on the wane
here, and believed that the time had come
for the restrictions to he suspended with
reasonable precautions, but with the un
derstanding that the suspension is to he
withdrawn if conditions demand —that the
health authorities are taking a risk—
makingan experiment—ln suspending the
restrictions.

prof. Stiles reviewed, to some extent,
the history of influenza in other sections
of the country, and dealt with the subject
in h remarkably clear manner. In this
connection he emphasized that Augusta,
all through the epidemic, has acted with
absolute wisdom and judgment “The
prompt action of the Board of Health un
doubtedly nad a stupendous effect," he
said, “and I absolutely endorse the steps
that were taken."
Following Prof. Stiles* illuminating talk,
and after a brief discussion rein five to the
host wav' in which to secure the co-one
ration of th* public in the “educational
urogram” outlined by Prof Stiles, the
hoard voted unanimously tn suspend the,
quarantine as stated in the first para
graph of this account.
