3 and was driven into the Azores on
April 10 by head winds, was commanded
by Lieut. Com. A. <\ Dibrell, but it. was
Lieutenant Astor who brought the L T -b >at
smartly alongside her pier at the New
York navy yard.
The U-117 soon will go to Philadelphia
and thence to Southern ports when throe
other surrendered submarines on their
way here arrive. The U. R.-88. in charge
of Lieutenant Commander Nielson, will
go to Southern ports; the U. C.-9 F, Lieu
tenant Commander Gibson, to the Great
Lakes, and the U. 13.-148, Lieutenant
Commander Smith, to New London.

pars Publishers Association at the clos
ing session here Friday of it’s annual
convention, adopted a resolution urging
the in-coming congress to repeal or
suspend for two years the war-time act
of 1917 raising the second-class postal
rates. The resolution declared such rten
“crude and unscientific in character and
burdensome alike to newspapers and
their subscribers." affecting the car
riage of newspapers, are ill-suited to the
needs of the country.
The resolution also asks that before
any new legislation changing rates in
effect at the outbreak of the war be en
acted an expert commission be appointed
to inquire into the operations of the
postoffice in regard tp carrying second
class rrtatter. This commission would
ascertain the actual cost of such ope
rations with a view of assessing equitable
rates.

contest for the presidency of the asso
ciation between Frank ]'. Glass, of the
Birmingham (Alabama) News incum
bent. ami Richard Hooker of the Sprlmr
ficld (Mass.) Republican. Mr. (Mass vas
re-elected. Four of the eight diroc

$f5,000 to Protect
Alleged Slayers
of White Woman
Tallahahassee. Fla,— The Florida leg
islature today, in executive session, ap
propriated *15,000 to protect the lives of
three white men and a negro, alleged
slayers of a woman in Lake City, Gov
ernor Calls personally appeared before
the legislators and stated that the sum
was needed to pay expenses In calling
out home guard troops to protect the
defendants when the cases are tried next
week. ire said authorities are confi
dent that unless precaution are taken
serious disturbances would follow when
the prisoners are taken hack to Lake
( tty from Jacksonville.
