Bill Introduced Embodying
Peace Time Policy For Com
mon Carriers
Washington.—A permanent peace
time policy for common carriers en
gaged in interstate commerce, includ
ing railroad, telegraph, telephone and
cable and radio companies, was pre
sented to congress Monday in a bill
drafted by the interstate commerce
commission and introduced by Sen
ator Pomerenc, democrat of Ohio, and
Representative Esch, chairman of t lie
house interstate commerce commit
tee.
Regulation of the carriers by the
commission, under broad and extended
powers, is provided in the bill, which
is a proposed revision of the inter
state commerce act and is said to rep
resent generally, the commission's
views on existing transportation prob
lems. •
The bill would give the commission
sweeping authority over rates, service,
consolidations, extensions, security, is
sues and virtually all physical opera
tions. including traffic priorities, pool
ing and joint use of physical property.
Under the measure the commission
would have power to continue the
present regional plan of railroad op
eration and also extend it to oil pipe
lines, express and all interstate wire
companies. Among the powers which
would be given the commission under
the bill are:
Regulation and Institution of rea
sonable rates and charges with pro
vision that labor and other operating
costs shall be considered.
General supervision of operations,
including use, exchange, supply and
distribution of trains, cars, locomotives
and other equipment.
Authority to establish and enforce
rules, regulations and practices, in
cluding divisions of rates and JJoint
use of terminals, docks, wire ex
changes and other facilities.
Regulation of new security issues
with authority to prohibit tyiterflock
ing directorates.
Authority to require or prohibit
building of new lines, making of
leases, consolidations and extensions
and abandoning of service.
Establishment or annulment or pri
ority or preference in transportation
under permits.
Regulation of embargoes.
The bill provides for co-operation
by the interstate commerce commis
sion with state commissions in the
former's investigations and specifical
ly denies power to the federal com
mission over intrastate affairs.

The County Board of Commissioners,
In regular monthly session Tuesday,
voted against renewing the contract
with W. W. Hunter for his services as
county engineer. Although greatly
pleased with Mr. Hunter both personally
and with his work, the commissioners
decided that the county at this time is
not in need of an engineer. The eon
tract with Mr. Hunter was entered into
three months ago. and expired June Ist
The engineer was paid a monthly salary
of S2OO.
Other than the decisioin to abolish the
office of county engineer, the commis
sioners handled no matters of general
public interest.
The commissioners received from
Bright McConnell, countv farm agent
the following letter giving a brief sum
mary of the work done by him during
the month of May:

Gentlemen:
The following is a brief summary of
the work done by me as County Farm
Demonstrator for the month of May:
Traveled 613 miles In direct pursuit
of the work; wrote 188 letters in regard
to the work; sent out 476 bulletins and
80 posters. Had 120 consultations at
office and in the county in reference to
the work. Inoculated 117 hogs and vis
ited 16 schools and clubs.
During the month just closed we had
■with us for two days some thirty five
District Agents and Specialists. Differ
ent problems and plans were discussed
for carrying on the work in the state.
State Director J. Phil Campbell presid
ed and several specialists were present
from Washington, D. C.
District Agent C. A. Bryant spent
three days with us in visiting various
sections of the county in interest of bet
ter cattle and pig club work. C. V ('oi
lier Field Agent for the Georgia and C.
& W. C. railroads spent a day with us
in the interest of potato storage houses
Other specialists included H. K Vance
plant diseases, D. K. Zimm. forestry
problems, and R. E. Rast, 801 l Weevil
expert.
