Plans For This Country's Par
ticipation Until After Senate
Has Acted
Paris—lt is authoritatively stated that
President Wilson intends to defer any
action relative to American participation
in the league of nations until the sen
ate has ratified or rejected the peace
treaty and the American position has
been definitely established concerning
the league.
There have been reports that the presi
dent Intends to appoint Col. E. M.
House as the American member of the
league and has designated several com
missions, but it is now stated that no
appointment of any kind will be made un
til the senate finally acts.
Meantime, such work as is being done
on the league is wholly tentative so far
as the United States is concerned and
while there is every hope and expecta
tion that the covenant will be ratified
as part of the treaty, it is said authori
tatively that there is no purpose to an
ticipate this result or in any way com
mit the country to ratification.
Colonel House will return from Lon
don on the departure of President Wil
son acting as peace commissioner on the
remaining treaty details until these are
turned over the the American ambas
sador.

Washington.—An increase of the navv’s
unlisted personnel for 1920 from 171.000
men. the number provided by the house
In passing the naval appropriations meas
ure, to 191,000, was voted Friday by the
senate naval committee. It is estimated
the cost of maintaining the additional
20,000 men will be $10.0u0.000 more than
“the total appropriated by the house. The
, committee also provided an additional
[ $4,000,000 to amounts allowed by the
house for machinery and other equip
ment needed to complete battleships
building at Philadelphia and Norfolk.

and slab bridges over Spirit and Little
Spirit creeks. The nearest railroad sta
