Practical Pan-Americanism Must Held Save
Europe From Industrial Collapse
Washington.—Practical Pan American
ism has been given a great forward
movement which can save Europe from
impending industrial collapse. The out
ward manifestation of this new all-Amer
ican spirit was brought emphatically to
light at the Second Pan American Com
mercial Conference which met in Wash
ington. June 2nd to 6th. in response to a
call by the voverning board of the Pan
American Union, composed of the secre
tary of state of the United States and
the diplomatic representives in Washing
ton of Latin America.
At this conference it was asserted by
Frank A. Vanderlip that “Europe is bal
anced on a knife's edge” and is threaten
ed with industrial catastrophe which will
involve the western hemisphere in the
conflagration that may follow. He said
that the American republics must come
to the aid of Europe and expressed the

Unprecedented interest in Pan Ameri
can .affairs has been aroused a 3 a result
of this most important international con
ference. organized and presided over by
Director-General John Barrett, and at
tended by 1.181 official and unofficial com
mercial experts and business men of the
United States and of Latin America.
All through South America and the
other Pan American countries deep inter
est has been shown in the commercial
conference just held, and in the results
expected to follow. Summarized these
make clear the desire and the readiness
of the southern republics to enter into a
more full and free commercial intercourse
with the United States: and their lurther
desire to develop to a greater degree than
has yet been possible the vast natural
resources which they possess, although to
do this financial aid from the United
States will be necessary In many cases.
This need was pointed out specifically at
the conference by Senor Dr. Francisco
Tudelay Varela, ambassador of Peru, and
Iby Senor Ignacio Calderon, minister of
i Bolivia, both of whom declared that the
investment of American capital would be
welcomed for "the development of the in-
I d usuries and resources of the southern
I nations”.

tran Mathieu. ambassador of Chile, made
the assertion that firm commercial ties
mean the building up of sound diplomacy;
and he told the commercial representa-
U\es of the Uni led States and Latin
America present at the conference that
they belong to the “great army of well
intentioned men who spread peace
throughout the world”. The ministers of
Cuba, Venezuela Ecuador, Nicaragua,
Paraguay and Haiti, the counsellor of the
Mexican Embassy and the charge d af
faires of a number of the other Latin
American missions participated actively
in the deliberations of the conference
Anong other prominent Latin Ameri
cans on the program were l>r. Augusto
Villanueva, of Santiago, president ot the
Bank of Chile, who spoke on the banking
situation of his country; Senor Julio Za
mora, financial agent of Bolivia, who
made a strong plea for certain reforms
, in Pan American business methods; Senor
I Jose Rantiago Rodriguez, of the special
financial mission from Venezuela; Dr.
'Mario Diaz Irizar. director of the Interna
! tional Trade Mark Registratioi Bureau,
| Ha vara, Cuba; and many others
as an outcome of the second Pan
American Commercial Conference, the
imlortant announcements made there by
government officials in regard to the fu
ture trade relations with Latin America,
and the discussion by commercial experts,
it is felt bv those here in close touch
with the situation that results of a most
far-reaching and practical character are
certain to follow. Probably no other an
nouncement at the conference aroused
such intense and widesread interest as
that of Edward N. Hurley, chairman of
the United States Shipping Board, as to
the plans of the board for establishing
“shipping facilities that shall be direct
and adequate to the expanding needs of
Pan American trade.” This was a defi
nite promise which the representatives
of all the Latin American countries pre
sent received with Unfeigned pleasure and
to the fulfilllment of which they look for
ward with the greatest delight. Many of
them expressed the satisfaction which
they felt over Mr. Hurledy’s important
announcement. No Latifi American coun
try is to be neglected, be told the confer
ence, in the plans which the Shipping
Board is working out.
Of almost, if not equal interest, is the
coming second Pan American financial
conference, called by President Wilson,
and the announcement of which was
made at the commercial conference by
Dr. L. S. Rowe, assistant secretary of
the treasury. With its purpose of study
ing the changed financial needs of the
Americas as a result of war, this meeting
which is to be held in January, 1320, is
looked forward to with eager anticipation.
When Charles M Schwab, standing on
the same platform in the beautiful Hall
of the Americas where Mr. Vanderlip
only a few moments before had drawn
the gloomy picture of Europe on the
verge of industrial catastrophe, pointed to
the word “Pax” in the four corners of
the high-ceillnged and pillared room, he
declared that this word appropriately
covered the western hemisphere.
“We are now past the great war and in
a state of peace," said Mr. Schw'ab, “at
least peace is at hand.” He admitted
that the conditions which will follow,
“reconstruction industrially and other
wise,” will be serious, .and that they must
be met consistently. The optimistic tone
of Mr. Schwab contrasted with the dark
picture held up to the conference by Mr.
Vanderlip. although the latter thought
the Americas would save Europe and the
world from the vortex of industrial col
lapse toward which it seems to be drift
ing.
Every indication at the conference and
since seems to point to the fact that the
United States and the other American
republics are preparing to follow the ad
vice of Mr. Vanderlip and to gather their
resources and their commercial power to
gether. not for any selfish purposes, not
for the purpose of enriching themselves
merely, but as Secretary Redfleld in his
address declared, “for the enrichment of
the world” and In the spirit of service
which will be of mutual interest to all
the nations concerned. There has been
much discussion here among those inter
ested in Pan American affairs of the sug
gestion made by Mr. Vanderlip that a
group of nations should be formqd, in

represented at the conference, some of
the neutrals of Europe and possibly Eng
land. for the purpose of supplying Europe
with the raw materials and the machin
ery needed to re-habilitate her industries
and get them going again.
Those interested in the development of
Ban American commerce, in the estab
lishment of firmer bonds of friendship
among all the countries of the western
hemisphere and in the restoration of Eu
rope to something like pre-war conditions
as promptly as possible, express them
selves as hopeful of the greatest practical
benefit from the Second Pan American
Commercial Conference.
