IS VERY PROMISING

Berlin.—“l am no optimist in any Uto
pian sense. I know what is before us and
;<rm not closing my eyes to hard facts;
l»ut conditions in Germany ard the out
look for Germany economically are per
haps more promising than in France or
England, yes, even more so than in your
own country.”
That was the statement made to me i
today by General Director Guttman, of
the Dresdner Bank, the seconds largest i
ltanking institutions in Germany. Gutt
man, since the retirement of Gwinner
from the Deutsche Bank, is regarded as
the Vanderlip of Germany.
“Bet me explain what I mean by that”
lie eontinped. “Germany's old state
structure is in ruins. The present con
ditions may continue for some time, but
can hardly get much worse as we are J
already at the bottom. It is more or i
ess a ci • of clearing away the dtbris
and getting to work again to build a j
new foundation. Whatever ye do, soon- j
■ r or later, is almost certain to be in j
the direction of reconstruction and up*
building, both and politi-!
eally. The desire to work and be indus
rious, which is so strong a part of the
German character, is returning.
"In FraYice, according to our reports
• lirough financial channels, there is a
strong disinclination to work. The
French people do not yet realize their
rue situation and that, they cannot live
'ft' Germany. In that country popular
unrest is only just beginning and is cer- j
>ain to he intensified when the people I
uily realize the real conditions. They,
ave not yet begun dtstroying what is J
old.
‘‘According to the seme reports the!
inclination to work is not much greater I
in England than in France. It would i
seem that England is ah o moving in the 1
direction of a political and economic I
crisis. And, if we may credit the re
sponses we get from financiers in New j
York regarding the industrial unrest. I
uncertainty, strikes and high cost of i
living, the situation in your country in !
that respect is even worse.
“In brief, while the three countries I ;
have named are engaged in tearing down
in and in conflicts between capital and
labor in an effort to reach a new read
justment of those forces. Germany ought
10 bo moving forward in upbuilding. I
hope T make myself clear.”
This talk with Germany’s Vanderlip
was one of the most interesting and
frank interviews I have had with any of
tiie numerous German leaders I have met
recently. I had asked him for his views
of the outlook for Germany financially
tnd economically for the coming year
and he prefaced his statement with:
"I ant no prophet and I doubt if you
will find any German financier who has
the courage to make predictions in view
of existing conditions and the uncer
tainty of the future. Predictions are
possible only when one has certain pro
positions or condition as a basis of cal
culation.”
“What may those be?” I asked.
“That America agree to grant us large
credits- and that we have no bolshevists.”
“Then you consider the clanger of bol
. hevisni still great in Germany?”
“No, I do not; not at least from the
Germans. That lies wholly in the hands
of the allies. If they desire bolshevism
in Germany we will ge t it. ” said Gutt
man with emphasis. “Their indifference
io conditions in Germany or their direct
oppressive acts against the Germa.. peo
ple can bring it. The rank and file of
the German peope have enough of bol
shevism as they have seen it in Hussia,
Budapest or Munich. Only desperation
horn of despair would drive them to it.
Even then I believe b. would be only a
transitory phase. T r, e German people
want quiet and remuuriat'vj work.”
Guttman declared it rc.L at all improb*
• hie that February and Ma/jh might see
renewed radical attempts to regain con
trol through hunger revolts or other
forcible erasures. “There may even be
street fighting.” he said. “But it is to
be hoped- that such attempts will be
short lived and promptly put down.”
He expressed the belief that the soil of
Germany is now less favorable to the
crowth of bolshevism than that of France
or even the United States.
“War,” he added, "has been a tre
mendous leveller in Germany. What
war and unprecedented peace conditions
have failed to bring to a common level,
Krzberger with his taxes is bringing
down. There are ho longer any very
rich or very poor in Germany and there
ire not such contrasts between ex
treme wealth and extreme poverty as
in your American cities. That, of course,
makes the ground less favorable for th«
agitation of extreme radicalism. Social
ization or nationalization can now take
place in Germany without any violent
readjustments or conflicts. The same can
hardly be said of America or France,
where the government ha»not even dared
to attempt to pass an income tax meas
ure."
Touching upon Germany’s national
wealth, I asked whether it could stand
the drain of reparation called for by trie
Versailles treaty and the tremendous
taxes that would be necessary as a re
sult.
“It is a mistake to consider a coun
try's wealth only th* basis of visible ma*
.-•rial possessions,” Guttman replied
“The real wealth and capacity of a coun
try should be gauged by its productive
capacity. Germany's greatest wealth
and soundest capacity is the work and
industriousness of her people and their
productive capacity. The desire to work
and be industrious is born in the Ger
man. Not that he wants to work to
please his boss, but that the desire to
work being inherent in him. he finds joy
in it.
“Germany’s productive capacity ie
what will pull us through, ft is worth
more to her in this crisis than her na
tional wealth which was estimated be
ore the war at 300,000,000,000 marks
gold value.”
Guttman said he did not share fear
of so many that the allies are likelv to

“That will be paid chieflv in war loans
•>r paper money,” he said. “I don't
• hink Franco would care to have either
of those.”
Discussing the suggested American
credits. Guttman said it was not actual
loans that Germany needed so much as
credits and materials which

ducts.

The difficulty about advancing wages to
meet the American standard of living is
that the American standard Is some ad

"We cannot," bo admitted, "but if that
is the view of your bankers they should
come out frankly and say so.”
He said he was compelled regretfully
to admit that Krzberger is "Germany's
ablest and cleverest politician. No other;
party can show as able a man. but he
does not belong in the ministry of fiance, j

Guttman was evasive on only one point. ;

tion again to the destinies of Germany!

hands.”
