English Worry
RITE OF BIRTHS
BY. DR. RUSSELL WAKEFIELD,
Bishop of Birmingham.
(Written Expressly for Universal Service)
London. -Britain is faced tmlay with a
very grave problem iit the question of tin
declining birth rate. The position of the
Church of England (Episcopal) in regard
to marriage and its consequences has
been more or less clearly expressed at dif
ferent times.
It may be noted shat since 1914 the de
cline In the birth rate in Britain has
gone on in an alarming manner, so that
the registrar-general had to point out to
ns In his most recent report that actually
the death rate, which is also conttnuosly
declining, was almost equal to, if not ex
ceeding. the birth rate. Tltls. of course
If persisted in means national destruc
tion.
Now let us cltffTr our minds once so- all
of the thought that restriction of birth
rate is purely a selfish action on the part
of the parents. 1 admit that there prob
ably are many cases where selfishness on
the part of either prospective parent leads
to avoidance of children. But in my
julgment there is far greater selfishness
In lack of consideration as to whether
children can be well born and suitably
environed after birth.
Many clergymen are finding tin* diffi
culties of this subject very great, indeed,
and whereas in former clays the clerical
home was the one in which there was a
large number of children, nowadays sta
tistics tell ns that next. 1 l»-*Heve. to the
doctors in smallness of families come tlm
clergy.
I am convinced that the chief factor in
the rapidly declining birth rate is a sense
of anxiety as to the wherewithal to pro
vide for and bring up the children that
are born. A ivaii'/ation of the respon-
sibility of parenthood in these days is
being felt on all sides.
I have no sympathy for those people
who. for selfish reasons and because of
their love of luxury and ease, refrain from
hav.ng children. That is altogether dif
ferent. But the attitude of thousands of
people today is simply that they cannot
afford to have children, unless conditions
are altered and it is hard to know what
to say. You cannot quite blame them,
but it is a very serious matter.
The great evil »s the high cost of liv
ing, but when is that going to come
down? I for one do not know.
