MEMBER OF LEAGUE
GENEVA.—A special assembly of
the League of Nations Is expected
to bo held a* Geneva some time this
winter to vote In Germany as a
member of tho league. Basing their
explanation on the assumption that
the German negotiations with the
various powers will eventually suc
ceed snd that Germany wglll one
day actually forward her applica
tion for membership, league offi
cials express the opinion that the
Council of the League will probably
nrrange for the special assembly.
It Is believed that If the German
negotiations have proceeded far
enough snd tho German application
Is actually received In time, the
council will take soma action at Its
December meeting In Rome.
A special assembly for Germany
naturally eunnot wait for Ihe ar
rival of delegates from distant cor
ners of the earth. Honce It Is
planned that remote countries will
designate their ambassadors or
ministers In Europe to represent
them nt Geneva on this special oc
casion. Moreover. It Is probsle that
each country will send only one
representative. Instead of the three
official delegates who nuder th«
rules attend the annual assemblies
of the league, togethlsr with their
substitute delegates and numerous
experts.
As Germany has besn told hy
allied pow srs that her entrance Into
the league must be In accordance
with the covenant, without special
exceptions or privileges, It Is of
Interest to note thnt the question of
admission 1* covered In Artlle I of
the covenant. This says that any
fully self - governed state, dominion
or colony may heoome a member If
Its admission Is agreed to by two
thtrds of the assembly, provided
that It shall give effective guaran
tees of Its sincere Intention to ob
serve tts International obligations,
and shall accept such regulations as
mnv bs prescribed by the league
In regard to Its military, naval and
air forces and armaments. Howev
er, It Is understood by everybody
thnt Germany will be given a per
manent seat on the council as being
one of the great world powers.
