Out of a total vote of 8.790, Mr. Woodward received 4,608, as against 4,182, the combined rote of both of his opponents Under the new pri mary law, which provides that a can didate must secure a majority of the total vote cast or else run the race over, with the next highest, Mr. Woodward had to receive 4,395 votes In order to avoid running In a se<' ond primary.
