To Provide for the Creation of a Flood Commission, to Define Its Powers, Duties and Membership to Cary an Appropriation to De fray the Expenses of the Samo, and for Other Purposes. * The City Council of Augusta hereby ordains: Section 1. That the City Council of Augusta does hereby create a com mission with full power, duty and au thority to Investigate by itseif, or by competent engineers, agents and em ployes, the causes of flood conditions in the City of Augusta and County of Richmond, and to devise and report to Council, as soon as practicable, suitable and appropriate measures for the protection of said City and County from floods and freshets. Sec. 2. That said Commission shall be composed of eleven members, to wlt: Five members to be appointed by the Mayor from the community at large; the Mayor, the City Attorney, the Commissioner of Public Works, and three members of Council, to bg appointed by the Mayor. Sec. 3. That the Mayor, City At torney and Commissioner, and three Councilmanic members shall hold as ex-officio, and upon Iho expiration of their terms of office their membership upon the commission shall cease as soon as their successors in office shall have been chosen; and, upon the expiration of the terms of the said Councilmanic members, the Mayor shall fill the vacancies (hereby created from Council; and the five members al large shall hold during the life of said Commission. Sec. 4. That upon the death or resignation of any member of said Commission, the Mayor shall have au thority, and it shall be his duty, to appoiV a successor to fill the va cancy. Sec. 5. That the sum of Five Thou sand Dollars, or so much thereof as may be necessary, is hereby appropri ated to 1 he use of said Commission, t« be expended in its discretion, to carry out the purposes of this ordinance. WASHINGTON. —Tho crop report ing board of the bureau of stalislics of the United States department of agriculture finds, from the reports of the correspondents and agents of tho bureau, that the average condition of the cotton crop on September 25 was 69.7 per cent of n normal, as com pared with 76.1 on August 25, 1908; 67.7 on Sept. 25, 1907: 71.6 on Sept 25, 1906; and 67.6, the average of tho past ten years on Sept. 25.
