that work on the Isthmus might con

canal Is an open one to the extent
that If It should be shown that the
type is a failure we shall change to
something else, hut in that respect
that question is always open.
"Congress decided by law what the
type of that canal should be, to wit,
that it should be a lock canal along
the plans of which we are now work

“There is no right to open that
question again unless something has
developed justifying what .Tudg->
Speer would grant a new trial for,
on the ground of newly discovered
evidence, hut iu the carrying out of
such a great work, it is proper that
we should go there with competent
engineers, to see that the conditions
are the same and justify the same
conclusions which were reached when
we began the building of the can»!

arise as to the change of the type

a question is the temptation to ex
perts that did not agree with the

be wrong as a ground for sensational
statement.

CANAL BEST.
"Now I know that the whole eoun
try believes in a sea level canal and
so do I when you can get it. I would
rather walk along the floor than walk
up stairs and down, unless I were
training for a match, and the natural
tendency of the human mind Is to
say ‘We wish we could have a sea
level canal.’ and that is what 1
thought until I looked into it and con- |
sidered the arguments.
“Now congress did consider all the
arguments and decided that the dis- (

ments by engineers that something
has happened that shows that we
ought to change.
“Vvhat that, something is I don’t
know. If there is anything, we will
try and find it out. I haven't as yet

“I am going dow-n in the same sort
of judicial attitude that a man is who
is on the bench and has heard’a case
thoroughly and then is told that there
is some new discovery since that
ought to change his mind. He does
not change just for the pleasure of it.
He waits until the evidence is clear.
That the case has been wrongly de
cided. because sometime we have got
to decide what that type of canal is.
"We are going to build it on ona
plan and I appeal to the n*t
to create a theory stated because it
is said in a newspaper and said Sil
ently that the lock type has been l
demonstrated to be a failure until
they have an opportunity to look into
the facts as they are.
"In other words, there is nothing
against the veracity of an official re
port on principles, and there is noth
ing sustaining the irresponsible state
i ment of some amateur engineer who
has looked into the question shortly
that makes what he says the gospel
truth.
ENGINEERS , ’
EMPLOYED.
"And when you are sent down
1 there and look into the question and
you have engineers who have been
employed, and have made reports,
and you have a congress that has
acted, you have got to trust some
body. and 1 ask therefore that you
suspend judgment when you see a
statement made that arouses your
anxiety.
"We have on this committee tha!
,Is going down there the best engt
neers that 1 know of In the country.
"It is said to be a pat jury because
three or four of them went down be
fore and gave the same Judgment
with respect to the lock type that we
have had heretofore. They passed on
the evidence. It was their Judgment
that congress accepted, and now they
are with other engineers sent with
them a proper body to pass on the
| question whether there is additional
evidence which should change their
judgment.
“The influence of the Panama canal
upon the South and upon the trade
of the whole country I am very hope
ful will be so great in facilitating
trade with the Orient as it will in
facilitating trade between the east
and west coast of this country that
will affect the world rates. It must
affect them. It must change in cer
tain respects the character of the
transportation.

"The very heavy bulk of goods that
must be transported at a cheap rate
will probably seek the canal. Then
the canal will form a very direct
route between the eastern part of
North America and the western part
of South America, and the distance

and New York and the eastern sea
board will be reduced. I cannot say
how many thousand miles, for with
the railroads now connecting the west
ern coast of South America and the
direct steamship line from New York
to Valparaiso and Santiago and Pe
ru, the distance and time of trans
portation and communication will be
cut certainly in half. All those things
point to a development from the Pan
ama canal that we must welcome as a
reward for the immense amount of
money that we are hound to put in
the enterprise. In addition to that,
of course, it will double the efficiency
of our navy and that is a consider
ation which I think all of us regard
of highest weight.
