age, Juvenile Delin
quency, Juvenile Courts
and the Like.

A bill to establish the Federal
Children’s Bureau has been in
troduced In Congress by Herbert
Parsons of New York, known sk
H R. Bill 24.145, and has been
referred to the Committee on Lx
penditures In the Interior Depar
ment Mr. Devine’s discussion
of the necessity for the bureau Is
made particularly timely by the
Interest aroused In this new bill.
The facts concerning the chaotic
and, even yet on the whole backward
condition of the legislation on the
subject of children In our several
states, speak very eloquently of the
need for further public enlighten
ment. The existing Bureau of I.abor,
Census Bureau, Bureau of Public
Health and Marine Hospital Service,
and Bureau of Education, all have
certain limited and fragmentary re
sponslbllltle.B for the welfare of the
nation's children.
Even these responsibilities, how
ever, might be discharged far more
completely If they were eoncentrat- <l.
The labor of children enters ln*o th«
relations between employer and 1 m
ploye, and Into the general question
of the condition of labor with which
the Federal Bureau of T>abor deals,
but this very fact Is anomalous and
deplorable.
SHOULD BE NO
CHILD LABOR.
There should be no such thing ns
child labor, and while It <xlsts II
should have the serious attention of
the government, not ns a normal ren
dition to be Investigated and regulat
ed like adult labor In mines and fac
torise, but as an abnormal nnd '(imp

speedily as possible. It should be

But a children’s bureau would
I seek to promote the health, vigor,
physical well being and efficiency of
children, and would thus begin where
a health bureau ends. ft would
utilize the results of all Investiga
tions b,y I.abor Bureau, Census Bu
reau and Health Bureau, so far as
they hear upon the welfare of child
ren. It would directly concern Itself
with the Improvement of the human
race by the Improvement of its phy
sical and menial stock. Even tho
Bureau of Education however, active
and efficient II may become, cannot
cover the wide range of activities
watch would naturally devolve upon
the children's bureau. Orphanage, Il
literacy, Illegitimacy, infant mortali
ty, race suicide and race degeneracy,
child dependency, Juvenile delinquen
cy with all Its attendant Issues of
children’s courts, reformatory, proba
tion nnd parental schools, and the
more complete socializing of the pub
lie school system with the broad Is
sues which thfs Involves are among
the problems which we now neglect
entirely, or In part, but which are of
national Importance, and which In the
degree nnd manner proposed are
clearly within the constitutional
province of tho Federal government.
It Is not suggested that tho na
tional government should take up all
or perhaps any of these subjects for
direct remedial or preventive legis
lation. Research and publicity, on
lines strictly analogous to the well
established activities of many exist
ing bureaus Is the aim of those who
advocate the children’s bureau.
