BUSY SERVING SUBPOENAS
ON BIG STEEL MEN

Steel common sold as low as 8 3-8,
and abou*;>. year ago it touched 94 7-8
at the c mination of a bull move

an advance in the dividend.
In the absence of any statement of
the Steel corporation’s intentions the
opinion in Wall street this morning
was that the corporation would fight
the government’s suit. Preparations
evidently made in anticipation of such
litigation, such as yesterday’s decis
ion, to abando n the Great Northern
Ore leases and the reduction of ore
freig.it rates, together with the cor
poration’s announcement of its posi
tion after the meeting of its directors
on September 26th, was evidence of
this.
Speedily Decided.
Though litigation may run its
course, however, it is believed that
the case will be speedily decided.
The reason is that the supreme
court’s decision in the Standard Oil
case has laid down a precedent by
which the courts may interpret the
Sherman law in the present contro
versy.
Scenes of Confusion.
The floor of the stock exchange
was a scene of confusion. Long be
fore trading was begun the brokers
were Jammed tightly about the post

poured in over night from owners in
every part of the country, who were

the gong was sounded to announce
the opening of the market such a din
was made by the shouting, struggling
traders that it was impossible for
some minutes to learn the course of
the market.
28,000 First Block.
The first block of 28,000 shares was
one of the largest ever recorded in
steel stocks, although it was exceed
ed twice last month when the mar
ket was demoralized by liquidation
of this stock on the part of the hold
ers who feared that the government
was about to begin suit. Within the
first 15 minutes, 97,50 u shares were
traded.
It was soon evident that the stock
was receiving support. The first
price of 53 1-2 was the low point and
It rallied a point. At no time during
the early trading did It reach the ion
figure of last month, which was 51 5-8
Trading in the preferred stock and
the 6 per cent sinking fund bends
also was very heavy.
| The preferred after breaking 5 3-8
rallied 2 points. The bonds opened
with a block of 100,000 at 100 3-4, a
decline of 1 1-2.
Excited Trading.
The general market w'as upset by
the excited trading in the steel se
curities. Union Pacific, Reading, Le
high Valley and the other speculative
favorites were the heaviest losers, ai
thouhg declines in few cases exceed
ed 2 points. Liquidation in these
stocks, however, was much lighter
and the market soon grew quieter
with rallies of a point or so frequent
among the railroad issues.
Criminal Prosecution.
The beginning of the civil suit
raises the question of criminal pros
ecution of those who were active in
the formation of the corporation.
There are said to be grave doubts as
to whether a criminal prosecution
could be successful.
Department of justice officials think
the two most vulnerable points in the
steel trust organization are the Great
Northern Ore lease and its owner
ship of the Tennessee Coal and Iron
Company. Officals of the Steel Cor
poration evidently realized this, but
government officials declared that the
fact that the corporation’s directors
have voted to abrogate the ore lease
is of no practical effect, because even
so the lease will not terminate until
1915.

It has been reported, too, that the
Steel Corporation wag preparing to
rid itself of the Tennessee Coal and
Iron Company, but whether that is
so or not, the department of justice
has no advices.
Department of justice officials re
gard the government’s ease as com
plete. If the case be fought thr ■’ - M

States, it is estimated that a final
decision might be had within two
years.
The government contends that the
United States Steel Corporation’s cap
italization is not less than $600,000,-

Will Move Quickly.
Washington.—Now that the govern
merit's fight to dissolve the United
States Steel Corporation has been
fairly started, there will be no slow
movements in the battle.
When the bill was filed in the Uni
ted States court at Trenton yester
day asking for the dissolution of ihe
corporation and its subsidiaries. At
torney General Wickersham also
showed “a certificate of public im
portance."
This states that the case if of ut
most importance to the governn ent
and asks that it be heard by a bench
of four justices. Ordinarily it will
be heard by only one.
“Menace to Nation.”
Although the steel corporation will
have four months to make its answer
to the government’s allegation that it
is a doze n trusts within a trust., a
“menace to the nation,” and practi
cally the most complete monopoly
ever perfected in this country, there
are possibilities of other develop
ments in the meantime. Attorneys

for the corporation may demur to the
government’s charges. Ip that even
there might he some delay. After
that possibility is disposed of the ci ' •
cult court probably will appoint a
master to hear testimony and a bat
tie of giants will begin.
Attorney General Wickersham and
other department of justice officials
expect to make progress much more
rapidly than was done in either the
Standard Oil or tobacco cases. It was
a little less than five years from the
time those cases were started until
they reached the supreme court of
the U. S. for decision.
The supreme court’s decision in
those cases, however, is expected to
expedite the trial of the steel case.
The government’s view is that the
court’s decision in the oil case as
regards stockholdings and inter-hold
ings can he applied to the Steel Cor
poration.
The Government’s purpose is lo
show that the Steel Corporation is
only a giant trust to hold at least a
dozen others.
The bill charges that (he Federal
Steel Company, the Carnegie Com
pany of New Jersey, the American
Steel and Wire Company of New Jer
sey,, the National Tube Company, the
National Steel Company, the Ameri
can Tin Plate Company, the Amer
ican Steel Hoop Company, the Amer
ican Sheet Steel Company and others
are illegal trusts in themselves and
combinations to monopojize trade.
The government asks that all these
companies be dissolved and set back
into the integral units of which they
were formed, even before the organ
ization of the United States Steel Cor
poration.

adopt measures for gathering funds to

bureaus to present the prohibition
problem to th*- public, etc.
Maine Fight.
One of the mgst interesting events
of the convention will be a review of
the recent fight in Maine and the rea
sons hading to the overthrow of the
“dry” movement. The work of the
W. C. T. U. in this campaign will he
exhaustively compared with that of
that saloon interests, and a discussion
of the problems of successfully put
ting the evils of drink before an elec
torate will be engaged in by the dele
gates and those at the bend of the
Maine prohibition fight.
Another side of prohibition that, will
receive the attention of the conven
tion is the enforcement of laws in
states already given to prohibition,
the abolishment of “blind tigers/’
where liquor is sold and other means
of purveying drink to a community
where the sale of liquor is forbidden.
