On Honorary Committee of
Eighth International Con
gress of Students.
The name of Woodrow Wilson,
president of the United States,
heads the honorary committee on
the Eighth International Congress of
Students ("Corda Fratres”) to he
held at Cornell University, Ithaca, N>
Y., August 29th to September 13th.
Other prominent Americans on the
committee are: Governor William
Sulzer, of New York; Dr. P. P. Clax
ton, United States commissioner of
education; John Barrett, director
general of the Pan-American Union;
Hamilton Holt, editor of “The In
dependent;” Mayor William J. Gay
nor of New York City; Edwin D.
Mead, of the World Peace Founda
tion; Samuel T. Dutton and other of
ficers of many of the leading univer
sities of the country.
The “Corda Fratres,” or Interna
tional Federation of Students, was
started in Italy in 1898, and now has
affiliated organizations in many
European countries and in both
North and South America.
The principal aim of the federa
tion is “to support and spread the
idea of unity aad brotherhood among
students,” without regard to their
religious or political beliefs. At
the last congress, held in Rome, in
1913, the United States was selected
as the meeting place for 1913, and it
was determined to take up at 'this
time a plan for developing an all-em
bracing world organization of
students in the higher institutions of
learning.
An elaborate program of entertain
ment has been arranged for the for
eign delegates. Upon their . arrival
at Boston they will start on a tour
of the principal points of historical
interest in New England and New
York. In New York City they will be
the guests of the American Peace
Society, and at Albany they will be
tendered a reception by Governor
Sulzer. After the deliberations of
the congress at Ithaca are over, the
delegates will proceed to 1 Philadel
phia, and later to Washington, where

making arrangements for the con
gress and will act as hosts to the
delegates in their handsome club
house at Ithaca. A general invita
tion has been extended to all student
organizations In the world to send
delegates to the congress.

Proposed Financing of German
Army Measure Will Tax Em
pire’s People to Utmost.
Berlin.—Next Christmas will be a
meager one for German families if the
proposed plan for financing the army
bill is adopted. It contemplates a gen
eral “war-tax,” such as was levied in
the Middle Agee by local princes when
they went forth to war. The first
contribution to the fund of $250,000,-
000 Is to be assessed upon the prop
erty holders of the empire, each one
being called upon to give up a cer
tain proportion of his wealth. On the
basis of the estimated wealth of the
nation this tax, it is figured, will
amount to at least one-half of one
per cent, or five dollars on every thou
sand. But If the poorer classes are
exempted, as Is proposed, and a grad
uated scale adopted, the better classes
may be called upon to give up a 3
high as two per cent and millionaires
up to five per cent of their wealth.
Many of the landowning families of
the Gferman aristocracy, who are al
ready living up to their full Income
in keeping their sons in the army,
navy and higher governmental posi
tions, will be unable to raise this as
sessment from their incomes, and will
have to throw a portion of their prop
erty on the market.
That the bill will be adopted and
the money- raised, however, no one
doubts. The socialist party will vote
against the measure, but the other
parties in the reichstag will support
It unanimously, probably without de
bate.

Farland, to whom she clung after he had been convicted of the murder
of his wife, on the charge that Is act was the result of his love for
Miss Bromley, Florence Bromley sounded a warning against writing
and mailing love letters. It was the fervid letters written by Mis* Brom
ley before and after the death by poison of Mrs. MacFarland that
caused the conviction of MacFarland at his first trial. “If you are In
love,” says Miss Bromley, “do not proclaim it In pen and Ink. You may
be young, unmarried, Infatuated with a man, whom you believe to be
the truest and dearest in all the world. But do not write to him and
confess your love for your paragon of righteousness may prove to be

Two Dutch Spiritualists Claim
To Have Found a Gasions
Intelligence, Part of the Hu
man Being.
Paris,—Man exists after death In
the form of gas endowed with Intel
ligence. This Is alleged to be the
discovery of two Dutchmen described
as scientific spiritualists.
The two Dutchmen are Messrs. Mat
la and Zaalberg Van Zelst.
Acting on these Instructions, the
Dutchmen constructed an apparatus
by which they might measure the
spirit of superman whom they have
christened the “man-force.”
The experiments are Htated to have
shown that the “man-force" Is not
what can properly be termed "soul”
as It was amenable and responded to
