Representative Howard Has
Plan to Popularize Postal
Savings and Bring Out
Money.

Mr. Burleson, the postmaster general,
and other officials of the postoffice de
partment have feared that the growth of
the new ayatem which haa drawn out

That the present bookkeeping system
has broken down was admitted hy A. M.
iKickery, third assistant postmaster gen
eral.
To Bring Out Hidden Money.
Representative Howard said no busi
ness corporation would permit the pres
ent system to continue with Its limita
tions, restrictions and expese.
Any acheme which may be Incorpor
ated Into the postal savings bank system
which will brln* Into the channels of
trade any part of the $1,400,000,000 now
In hiding Is to be encouraged, said Mr.
Howard.
Bankers have found that their feara
as to the effect of the postal savings
hunk system were not well founded, he
said, and realise that a wider extension
of the service will bring more hidden
money Into general circulation and bene
fit all. After three years' trial of the
present system only $35,000,000 Is now
on deposit with the government, but Mr.
Howard believes the fault Is with the
system. If the facilities are extended
he thinks the people of the United
States will patronize It more generally.
The chief advantage of the proposed
new system is Its simplicity. The post
master punches a certificate for the
emount of the deposit up to SIOO, signs
his nume and the work Is done. The
depositor takes the punched certificate
book, finds hi* coupons with the amount
of interest a.ready computed by the one
process of punching the face of the cer
tificate. lie can present all of these
certificates at any time and get his
money back without interest, or pre
sent the coupons on the date punched
and collect his Interest.
This Ingenious device, which ha* been
Instantly approved by those who have
seen it, hus been patented by Charles
Hail Davis, a leading business man of
Dynchburg, Va. He will donate the Idea
to the government.
Explains Measure.
Representative Howard, In explaining
his measure to put the scheme into
operation, said:
“It Is ao difficult for the ordinary
American citizen to use the present sys
tem that after three years* operations
we have less than $35,000,000 on deposit.
*’My MU proposes the use of postal j
savings bonds made payable to bearer,
or to a particular Individual at the op-1
tlon of the depositor. The interest cou
pons are attached to the bonds. Instead
of using a system of bookkeeping
against the individual, the whole sys
tem is predicated upon keeping books
against the bonds.
“The great railroad corporations keep
their l*>nd accounts, involving millions
of dollars, upon two pages of a ledger.
Under my system the government of the
United States can transact as much pos
tal savings I tank business as England
and do tlie entire work In Washington
with fifty additional clerks.
“Under my ssstem a man who de
posits SIOO In Washington can go to Ban
Francisco and collect either his princi
pal or interest at any bank or grocery
store or cigar stand. There Is non© of
the red tape of the present system. The
bonds will be available for currency In
an emergency just as the postal mon
ey order would be.
“1 doubt If one per cent of American
citizens have ever seen, much less own
ed, a government bond. 1 propose to
break these postal bonds up into small
amounts. A man with $1 can buy a fi
bond and the man with SSOO can buy a
bond of that amount. This will stimu
late the citizen to take a new interest in
his country. It will make him more pa
triotic. It will have a tendency to stop
the purchase of International money or-,
ders, the Instrument by which millions
of dollars are sent abroad annually by !
