ATLANTA MINISTERS PLAN
TO CHECK DIVORCE EVIL

Preachers Will Draw Up Law
Which They Will Present to
Legislature.
Atlanta, Ga,—No marriage ceremony
upon which they cannot conscienti
ously ask the blessings of Ood, after
making a careful Inquiry Into the pro
prtety and fitness of such marriage,
will be performed hereafter by any of
the Evangelical ministers of Atlanta.
Resolutions to this effect were adopt
ed at a meeting held yesterday morn
ing. A committee waa empowered to
see every Frotestnnt minister not pres
ent and secure hi* pledge to thla mar
riage policy.
The same committee was also em
powered to Investigate the marriage
and divorce laws of the state and draw
up a new law to be presented to the
next legislature. Due to the large num
ber of divorce cases In tlio courts re
cently, the ministers believe that they
are called upon to look Into the matter
and secure a better marriage and di
vorce law for Georgia.

Mr. A. W. McKeund nrrlved In the
city yesterday and at 4 p. m. met with
the special constitution and by-Jewa
committee. The following gentlemen
were present Mr, J. K. Stratford,
chairman; W. W. Hackett, I* J. Henry.
Rufus H. Brown, Haul Mustin, Ixim
bnrd Brinson, Chaa. 11. Caldwell, A.
W. McKeand.
Those present carefully went over
the tentative draft of constitution and
by-laws, as submitted by Mr. A. W.
McKeand. The purpose of this meet
ing was to adapt the organization plan
and the form of government for the
m*w M. & M. Association to the local
conditions. Embodied In this suggea
tlvo constitution and by-law* are the
best practices of many commercial or
ganization* throughout the country.
Another meeting of the committee will
be held Thursday at '4 p. m., when
the men In rharge of this Important
work will have a finished report to
submit to the big mass membership
meeting Friday evening at the arm
ory.
Brief Outline.
The office force yesterday wer«
busied with addressing the call for
the Friday meet lug, which will be In
the hands of the entire membership
todsy. Accompanying this call is a
brief outline of the organization plan,
and the first referendum being sent
out by the M. A M. Association. This
referendum requests every member to

choice for commissioners to head the
nine departments, ns well ns Indicate
the men of his choice to act as chair
men of all the various divisions under
the main departments of the organi
zation. Each member la also Rsked
to express his own choice as to the

The plan of organization being
adopted Is strictly democratic and
while fixing the responsibility of of
flsfnls. at the same time divides the
labor over the entire membership. Ev
ery subscriber to the new movement
should attend the meeting of the mem
bership Friday evening.

printed In a sewing machine on the
dainty garments of a six-weeks-old
baby girl Is the only clue the Atlunta
police have in a search they have be
gun for the slayer of the child.
The baby was thrown from a moving
Southern Railway train en route from
Atlanta to Washington, and the body
was found In a mill pond near Spar
tanburg, S. C. The local police au
thorities are In communication with
the Spartanburg police, and telegrams
have also been sent to Washington.
The police believe that the "By” on
the child’s clothes Is a laundry mark,
and that It whs put on by a regular

held this nfternoon In the directors'
room of the Planters Loan and Sav
ings Bank. A number of plans will
be discussed and the one which ap
pears to be most feasible will be
agreed upon. Then a report will by
made on It to city council. Among
the plans tinder discussion Is one to

William Harris, Director of
Census Leaves For Visit
to Georgia.
Washington.—William J. Harris, di
rector of the census, had a birthday
celebration Tuesday which was a sur
priae to him. The employes In the
census bureau, some five or six hun
dred of them, raised a subscription
list to present him some testimonial
of their regard. They chose an offer
Ing of flowers, and when Mr. Harris
arrived at his office his desk was cov
ere* with beautiful flowers. There
were several dozen KUlarney roses and
a big vase of white roses and one of
sweetpeas.
Accompanying the floral tribute was
a collection of verses assuring him of
the regard and loyalty of the bureau
force. Mrs. Harris and her sister. Miss
Wheeler, were on hand for the pre
sentation Mr. Harris left last night
for a visit to Georgia.

Many Prisoners Tell Their
Stories. Food and Sanitary
Conditions Are Good.
Atlanta, Ga.—After ons of the most
searching probes ever Instituted Into
county affairs, the Investigation of the
prison commission, assisted by the
j commissioners of Fulton county, on
! Tuesday, resulted in the elimination of
| two of the three charges brought
! against the authorities In charge of
the county convict camps.
The charge that the convicts of the
county have been served ‘Totten food"
was disproved. The charge that the
convicts live amidst unsanitary con
ditions was disproved. The charge
that the convicts were, In many cases,
too severely dealt with by guards,
bent on maintaining closest discipline,
was proven.
Whipping Charge Proven.
From the lips of scores of convicts,
from the written records contained In
the "whipping books,” from the mute
testimony of none too recently healed
scars on the bodies of convicts, -from
the frequent apparent neglect of sores,
by work-worn and wearied prisoners.
It was easily discernible to the prison
commissioners that too much authority
had been given to whipping bosses,
and this authority had been given In
direct opposition to the laws of pris
on conduct, as laid down by the prison
commission.
Tuesday the prison commission, af
ter conference with the county com
missioners, will announce certain
changes to be made In the discipline
of prisoners In this county.
This statement was made late Tues
day afternoon, after the tour of the
enunty convict camps had been com
pleted by the three prison commis
sioners and two of the eounty com
missioners. Commissioner Patterson
declared that today the commission
would announce the demotion of sev
eral guards In the employ of the
county In various camps, announce a
new set of rules regarding the pun
ishment of prisoners and promulgate
an arrangement whereby convicts, be
fore they are to be rigorously pun
ished, shall have a court, to which
thev can appeal their cases before
punishment, such as camp confine
ment, whipping, cutting off of privi
lege Is administered.
SPEAKS ON ENFORCEMENT
OF PROHIBITION LAW
Columbus, Ga—Hon. Seaborn Wright
of Rome made an address at the Mus
cogee eounty court house last night
on enforcement of the prohlbtion law.
Several hundred men w’ere present.
Mr. Wright advocated that the situa
tion be handled according to the plan
he has tried out In Rome and that has
been adopted In other cities.

a beautiful blonde lady has been mur
dered and that the murderer was run
ning down the street with her sev
ered head In her arms, only partly
