The Proposed Salary Reduction.
Mayor I/. C. Hayne was asked yes-,
terday for a statement with reference
to the proposed reduction in salaries
of city employes receiving over *1.200
each. Mr. Hayne declared that lie
would not make a statement at this

uncertain terms that reducing the sal

method of effecting economy in the
city's affairs. It ts believed that the
mayor has not changed, his views on

gard to the bond Issue cannot as yet
be definitely ascertained. People ask
ed about it on the street state that
the levee must be finished and they
do not believe In raising the basis of
assessment or the rate, so tt is either
a question of levying a special tax or
Issuing bonds.
The average lax payer and average
citizen, so reporters hear, will vote
for the bond Issuo If he ts convinced
that city council has done everything
In its power to economize. City coun
cil, apparently, has started, out to
economize and the next steps In that
direction will be watched with tremen
dous Interest.

of Georgia Federation of
Labor. Meet at Court House.
Monday will be the anniversary of
the day the Georgia Federation of
Labor was organized, and will be ob
served as “Organization Pay,’’ with
appropriate exercises at 8 p. m., at
the court house. The state organiza
tion was torn in Augusta.
Judge Emory Speer, of the U. S.
District Court, has been invited to be
■iresent and deliver an address at
the labor celebration here. At a late
hour last Bight he had not been heard
from, though local officers of the Fed
eration were expecting a wire mo
mentarily, stating whether or not the
judge would be able to come.
Mr. Chas. A. Miles, general organ
izer of the American Federation of
I*ahor, will address the meeting.
Mr. Ben Commons, vice-president
of the ‘Amalgamated Association of
Street and Electric Railway Employes
of America, will also deliver a talk
tomorrow evening. There will be
others to speak and music will com
plete the program.
The exercises will take place In the
city court room.
Bill is Favorable For
Articles of War Change
Washington.—Changes In the ar
ticles of war to extend Jurisdiction of
courts martial and to reduce the num
ber of capital offenses were favorably
rei>orted in a bill by the senate military
committee today.
The bill would give courts martial
Jurisdiction over capital offenses com
mitted by persons subject to military
law in time of peace in places beyond
the limits of the states.
Capital ofenses would be reduced
from five to three in time of peace and
from 15 to 12 In war time. Death sent
ence would be mandatory upon the spy.
Two-thirds of a courtmaryal must
support a capital case conviction.
