takings of the new association will lie
to launch a comprehensive campaign
of education looking to the correction
of this community evil. The depart
ment of retail trade has already gath
ered some data and Ideas on this sub
ject and the campaign will be started
at an early date.

Sulzer Shouts Out His
Opinion of N. Y. ‘Machine’
Albany, n. Y. —Assemblyman Wo.
Sulzer, In the assembly today, made
a bitter attack on the “political ma
chine” which controlled both houses
of the legislature when he wag gov
ernor. Me denounced the whole
range of legislation passed at the
extraordinary session.
"The state primary bill," he shout
ed resembles a real direct primary
bill about as much as a jack rabbit
resembles a jackass. I denounce it
here as a farce and a fraud, Mr.
Murphy would not permit his mario
nettes to pass a genuine hill, because
he knew it would put him out of bus
iness. This mighty hue and cry about
the reorganization of the democratic
party is farcical. They are only put
ting new faces on old scarecrows to
keep the crowd out of their political
cornfields."

Firing of Shot Across Bows of
German Vessel Was the Only
Thing to do.
Berlin. —Rear Admii(al Brussakls, a
retired officer of the German navy,
who commanded the German cruiser
Cormorant at the time of the Spanish
-American war, today adds his ver
sion of the Manila Bay incident over
which a controversy has been arous
ed by the publication of Almiral
Dew's autobiography.
Writing of the arrival of the cruis
er Cormorant at Manila Bay on May
9. 1898, the German naval officer says
that the McCullough, an American
vessel, fired a blank shot In order to
attract the (attention of the cruiser.
Thtf Cormorant halted and later an
American officer came on board and
rommjinicated to her commander that
a blockade of Manila had been Insti
tuted by the American fleet. Admlr
nal Brussakis considered that the
firing of the blank shot was a proper
signal and the only one under the
circumstances.
This statement confirms Admiral
Dewey's version of the Incident and
disproves the assertion made by Vice
Admiral Von Dtedrichs, the ranking
officer of the German fleet, that no
tice of the blockade had not been
communicated to the Germans.
Count Ernst Von Reventlow, a well
known naval expert, confusing the
foregoing el isode with the one which
happened six weeks later and narat
ed by Almiral Dewy, accuses the
American admiral of drawing upon
his imagination for his story.

The Play Last Night
“Stop Thief,” played to large audi
ences here yesterday afternoon and
last night and It was thoroughly en
joyed. The comedy Is only to laugh
and it certainly makes one laugh from
the time it starts until the end. The
only pathos about It Is when the young
burglars make an appeal at the end
for mercy to be shown them. The
asked for mercy Is shown and they,
too, are married and probably lived
happily ever afterwards. The- show
made a big hit In Augusta and every
one who went was entertained from
first to last. There was no plot to
bother with, nothing except pute and
unadulterated fun with so many ridi
culous Situations that 1c kept one
laughing all of the time.
The show Is well acted and there are
ho long waits between acts. Indeed,
there Is only one scene. Another com
mendable feature of the show is that
It lasts only two hours. For delight
ful comedy, for an evening where one
will forget cares and incline only to
the ridiculous, where the individual
may relax, go to "Stop Thief." It
teaches no moral; it la ail for fun.

Governor Pulls Off His Coat,
Says He’s Ready to Fight.
Confusion and General Dis
order Reigns.
Columbia, S. C. —An exciting scene
marked the session of the house of
representatives last night when Gov
ernor Blease went into the hall to re
ply to certain statements made by W.
F. Stevenson in a speech on the asy
lum probe yesterday morning and to
beliver a message in person, Person
al encounters, which at one time seem
ed likely, were prevented by the inter
vention of members.
When the governor charged that N.
B. Barnwell, member of the house from
Charleston, was acting in a cowardly
manner by rulsing a technical point
that the chief executive was not acting
within the constitutional limits in mak
ing his remarks, Mr. Barnwell advanc
ed to the speaker’s stand but was re
strained by members.
Prepared to Fight.
Governor Blease told the members
that he came prepared for a fight, be
cause he could not stand the alleged
misrepresentations.
Following the tilt with Mr. Barn
well the governor left the hall and
was followed by a large number of
hits aupporters. Mr. Stevenson fol
lowed him for the purpose, it is said,
of stating that he did not wish Gov
ernor Blease to understand that he
had apologized for any statement made
in his speech. The governor appa
rently believed that Mr. Stevenson
wanted to fight and pulled off Ills
coat.
“I have been in some fights but I
never take off my coat,” said Mr. Stev
enson, returning to the hall.
General disorder reigned in the house
for several minutes while the governor
was making his charges. Friends of

Confusion Comes.
The governor, in his message or ad
dress, charged that the report of the
legislative committee on the asylum
probe was unfair in that it failed to
discuss the charges by Senator Till
man that Governor Blease and his
"underlings and satellites” were try
ing to manipulate the sale of the asy
lum property In Columbia. He denied
all these charges, end also took ex
ception to a speech by Mr, Stevenson
earlier in the day.
Mr. Barnwell raised the point of or
der that the message w r as passing the
constitutional limits allowed the gov
ernor. Governor Blease then made the
remark about Mr. Barnwell which pre
cipitated the confusion.

NEW RULES FOR SAN ANTONIO
The Largest Texas City Votes to
Adopt Commission Govern
ment.
San Antonio, Texas. —The charter
amendments were carried at the spe
cial election today by a majority of
about 4 to 1. it is anticipated the
same ratio will be maintained in the
few precincts not yet reporting. Un
der these amendments as adopted
San Antonio will have a commission
government which will be inaugurat
ed June 1, 1916. It was primarily to
attain commission government that
the Citizens’ League was organized
seven years ago. The first commis
sion government election, held in
1910, failed.
