Ring Methods Will Fail.
Estill has published over his own signature that a vote for Russel
is the same as a vote for Howell, lie should have told the whole tale
and said that a vote for Estill, llussell or Jim Smith is the same as a
vote for Howell. Why tlie people have become convinced that such
is.the cusc. That they are all tails to the Howell kite ami the whole
oqsqbi pation is fighting to defeat Smith. Why is it that Estill men,
in Wayqcjjeounty, and in other counties of the state a.oe distributing
the dirty negro circulars published and sent out hy Clark Howell I
We know this to be a fact, that Estill men in Wayne county are cir¬
culating Howell circulars. This is strange isn’t it, if there is no con¬
nection between Clark Howell and Estill in this campaign? We find
all of the ring politicians and rail-road lawyers practically' solid for
Estill in south Georgia, while in other parts of the state the same
crpwd is for Russell or Jim Smith, wherever it is thought that Hoke
Smith is likely to carry the votes. They do not come out openly in
these sections for Clark IIowcll, but work for one or tlie other of the
ring candidates to split Hoke Smith’s vote. These negro circulars
that have recently been distributed over the state, are car ried by the
Southern Express Company for Howell, free of charge and are usual¬
ly sent to Estill men, Russell men or Jim Smith men for distribution.
Strange isn’t it, if the combine is not working for tlie electron of the
corporation and ring candidate, and for the defeat of the people’s can¬
didate? Do you think that the Southern Express Company would
carry campaign stuff for Hoke Smith, unless he paid the full, rate?
Never. The time has come when the people are going to have an in¬
ning. Clark Howell was slated for Governor of Georgia, even before
the present governor was placed in the easy chair, and it was hard
for the ringsters to decide which should make the race the last time,
Terrell or Howell, but the die was cast in Terrell’s favor and they
pul him in, and it was a mighty good thing for him that they did. for
we predict that l.e is the last, ol that political clan to set in the gover¬
nor’s chair lor quite a whiie. Why lie is even now electioneering
,against Hoke Smith from the State Capitol and Executive Mansion.
One of the most prominent and trustworthy gentlemen of this section,
was asked by Terrell how the people of this section stood on the gub¬
ernatorial rare and upon being told that Hoke Smith would sweep the
deck, he replied “tut, tut, tut, why dont they support Estill, he is
from South Georgia,” upon being told that the people generally did
not like him, then he advised that they vote for Hick Russell, but do
not vote for lloke Smith. Why is Terrell so interested ! First be¬
cause he belongs to the same political aggregation; 2d, because lie
knows that if lloke Smith smashes their machine, that he will not
have these political pullers to help bun in the future, that the whole
gang will he routed and that his chances for the United States Senate
will forever be forever dead. He knows,-or will know if he over an
nounces for another office it iioke Smitli is elected, that the gang that
fooled the people to vote for him before, will not be able to do so
again. Jn fact whether Smith is elected or Terrells true nature has
been showed up during bis term of office and never again will he re¬
ceive tlie vote of the people. One of his first- acts after he whs elect¬
ed was to tender au appointment on the Supreme court bench to
llamp McWhorter, the paid advisory counsel of the Southern Rail-'
road, and lie has been pulled and hauled tinstone way and another by
the various politicians, from different parts of tlie stat >, regardless
of the wishes of the people. He has been a tool of the corporations
ami the ring. Why men that have no pull at home with the people,
can defeat the will of the poole with such a man who is supposed to
do the will of the people instead of scheming politicians. Now that

in the middle part of the state, another candidate was born, in fact
two of them Russell and nunnerly. but they soon found that Russell

Farmer Jim -Smith cropped out, and the whole menagerie at once lie
ganto fight, not each other, not Clark Howell but iioke Smith. Now
veer.y thing seemed to be working smoothly and the ringsters s t back
onee more and giggled at the way that tlie.y had the people fooled,
they .saw that the South Georgia candidate was going to get .some of
Smith’s votes, that the Middle candidate was going to get some, and
that farmer Jim was going to get some in the Xortken part. Now
they assured their candidate that everything is lovely, we will go
to tlie convention with all of these votes and when the nominating
time comes we will conlUfcix the whole business against Smith and
the ring will still live, But finally the trick that was so nicely plan
ed leaked out and again the politicians began to get busy to head
Hoke off for he had t he people with him, and more solidly than be
fore when they saw how they had been fooled by the advice of these
ringsters to stick to a South Georgia man, a Middlle Georgia man or
a North Georgia man, arid that the whole business was a trick of
politicians to fool them and break them away from their candidate.
So things that had looked gloomy before began to look dark the ring
candidate so once more he sent for the political assets and they can
cused again, tinallo they agreed that perhapf Tom Watson could help
them with the populist vote, so Clark wrote to “Dear Tom” please
come to Atlanta 1 want to see you about various things, but dear
Tom would not go, so he sent his mercenaries and asked him to re¬
turn to them, to the house of his father, but he told them that he
would like to if they could get rid of that bunch that he had been
fighting and that they were it. That he believed that lloke Smith
Was the true reformer and that he would support Smith, Then lie
whom they had called dear Tom, became Watson the pirate and that
woke Smith was a populist because Watson said he would support
him. Darker however the clovvds above the unhappy clan and once
more they met to discuss. Happy thought, there is our State Exec¬
utive Committee, it will never do for Watson and all of the populist
to join against us, we will have our dear committee to lix them so
they can’t vote'. Hoke Smith may talk about disfranchising the
negroes but we will disfranchise thousands of these white men who
we believe are going to vote against us; so the committee met and
that little pledge, was placed upon the official ballot, but soon they
found that this wouldn’t work, tor the committee had exceeded their
authority arid the pledge was not binding on any one any further than
the primary went in which they voted, and that it didn’t disfranchise
worth a cent. Once again the ring was driven dirty to desperation and
they conceived the idea of getting out that negro circular that
the Southern Express Company has been hauling around free tor
them and which the estill, Russell and Smith men have been so busy
distributing among the people, but again they were destined to de¬
feat, for the people are too intelligent to be fooled by this stuff, for
they know these appointments are under the civil service and were.
made not by the secretary of the Interior but by the civil
commission in Washington from a list of those who had stood the ex
animation, that this list of names are placed on tile and whenever it is
necessary to (ill an office, except for menial labor, that this list is
consulted hy the civil service commission and Ihe appointment
made by them according to grade and not color, no one knows tlie
color of an applicant, furnished and the heads of by departments are bound to lill
the office* with men them the civil service commission.
And again the dirty circular, tries to make the people believe that
lloke Smith made these appointments. An observant reader will see
if lie takes the time to read one of these negro circulars, that it shows
the negroes that were in office at Washington during lloke Smith’s
administration, it doesn’t say that they were appointed by Mr. Smith, j
hut says that they were in office during the time that lie was, why I
didn’t they tell the truth if they wanted the people to see the negroes
that were holding office, and say that while it is true that they held j
office during Mr. Smith’s administration, that they were not appoint¬
ed hy him but by the civil service commission. The same lie, or act- 1
od lie, which is worse will apply to the appointment by Hoke Smith
of a negro over a white woman. This has been shown to be utterly
false, as has his alleged negro appointments. It all of this were true, i
why is it that Iioke Smith is the only man in the race that is advo
eating disfranchising the negro and keeping him out of office and pol
itics while all of the others are against him in this. Why even Dick
Russell would exempt the negro from taxation, practically. 1
If you believe in white supremacy in Georgia, and this gang of!
mercenaries and political pullers put out of business and this politi j
cal ring machine smashed bo.yon recognition or recuperation vote for
the man that they have vilified, slandered and lied upon. ’ Vote for
the man that the rail-roads and Express Companies are lighting and.
the 'combine of candidate'are working against. W hen we see ail of!

that Hoti. Hoke Smith will receive one ot the largest votes perhaps

clan in the convention and keeping them from cheating him and the
people, and lie will be at the counting and it will be hard matter for

agents of the ring approach you try and try to pull you for Estill and
