court for Illinois recently decided that
when spirits are shipped C O. D. they
remain the property of the shipper, in
the hands of the carrier, till delivered
and paid for; that the sale is at the
time and place of delivery; and that
the express company is liable for the

The Supreme Court of Calafornia
recently rendered a decision involving
the interests and relations of the Chi
nese children born in the United States
It was a re-affirmation of Justice
Feild’s decision, that they wfcre citi
zens of the United States and the
States in which they are born. In a
lew years this will be an important
problem bearing on some of the States
It may not be many years before that
vote will control the vote in Nevada.
The Supreme Court of lowa, all the
bench concurring, has re-affirmed the
constituti mality of the Prohibitory law
It is aweeping, conclusive and com
plete. Every phase ol the question lias
been before the courts, and decided in
lavor of its constitutionality and there
is in use of agitating the question to
the contrary any more The liquor inter
est will have to seek some other chan
nel through which to fight the prohibi
tion movement, and we don’t belive
that any effectual means or clianual
exists.
Borne of Guiteau’s malediction
have been strikingly veiified. In one
of bis moments of real or assumed pas
sion, it will be recalled, not long before
his execution, he held his Bible high
in the an, and with eyes rolling and
gnashing of teeth, predicted that the

rot who testified to his sanity was
soon alter murderously attacked bv a
crazy patient; a hotel belonging to the
Judge who sontenced Guiioau fell sud
denly one night and killed several per
sons. Guiteau’s brother-in-la*v and
sister were divorced, Marshal Henry
was disgraced, Dr 1 Woodward died
I)r Bliss lost his lieaUli—and the
back counties to hear from. As a
cuss-ist Col. Gniteau seems to have

We have selected Lea Pope as a
member of the Board of Education to
fill vacancy occasioned by W. A
Chinn ber’s removing from the County.
We recommend that Robt Lindsay
be appointed Notary Public for the
1089th District, G. M., to fill vacan
cy occasioen by the expiiathn of bis
term.
We reeomnied that J, G. Pace he

have the overhead plastering of the
court room repaird and that a Stove
pipe be puchased for the Stove in the
court room.
We rcccomend that a per cent.
Sufficient to raise the amount of Six
thousand dollars be levied on the State
tax for county purposes. The Ordi
nary and Clerk ami county Tre<nre>
made repoßt to this body as required
by law as to amount of money paid
by r t hem.
The County School commissioner
lias made bis report which was adopt
ed and liiude a part of these present
ments which is hereto attached.

as could be reasonably expected at
this season of the year.

tative have passed a local law tor the
county of La le that public drunkness
be a misdemanor. In taking leave of
Ins honor Judgo Fain we congratulate
him upon his ability, efficiency, and
the dispatah with which be lias dis
charged bis duties during the term.

licitor General Hurris, tor the valua
ble counsel received from him.

Last week President Cleveland
nominated, and the Senate confirmed,
Hon. J. D. C. Atkins as Commission
of Indian affairs, and cx-Gov. James
D. Porter Assistant Secretary of State
Mr Atkins is a resident of Paris, 'J’enn
and an active member of the Cumber
land Presbyterian Church of that place
Governor Porter is a citizen of Nash
ville, and a graduate of the Law Sch
ool of Cumberlan l University. These
two men are an honor to any State,
They both enjoy the universal esteem
of the people of Tennessee regardless
of party or party factions. Personally
they are both liiglitoned gentlemen
without a stain upon their name If
President Cleveland’s appointments
are all as good as these two lie will
win for himself the admiration of all
g ol men. Jn this instance the office

Two mad-dogs were killed in Sum
merville last week.
The last Grand Jury in Cobb coun
ty found sixty true bills, mostly for
illegal voting.
The last cold weather killed a
great deal of the Spring oates in the
northern part of the Stat#.
A Clark county Justice of the Peace
charged a plug of tobaco for marrying
each couple. lie made two plugs oue
Sunday.
An Atlanta firm a few days since
receiyed an envelope containing a $5
bill and a peice of papei which was
writted. “Pass this up to the account
of profit and loss.” The only opin
ion or explination of the master was
that some party had stolen or defißiid
ed the firm of the amount and adopted
this as tho means ofrestitution.
