Certainly no honor can he attached
to being a member of the Grand Ar
my of the Republic. It must be al
roadt that the organization ha.-
brought itself into disgrace in the eves
of all right-minded and truly patriotic
men. It made another exemplification
of its dastardly meanness air! nar
rowness last Friday at Wheeling, \ a.
by refusing to march under a 14 x 20
banner with President Cleveland’s
picture and the words, “God bless our
President, Commander-In-Chief of the
army and navy of the United States.”
Such acts are significant of what we
can expect with the Republican party
in power. Nothing more forcibly il
lustrates the hypocritical pretentions
of that partv’s interest in the Union.
It is tine, that such demonstrations
are onlv characteristically true of (hot .
who were never in actual service in tie
army, but they are the politicians o!
the party.
The administration has done good
work in the Territories. It has chang
ed all the governors, all the secreta
ries of state but one, all the surveyors
general, ninety-seven out one bundled
and four registers ot land, and ninety
Keven out of one hnndrei and four te
ceivers of public moneys, ami fifty-two
otlt of sixty-four Indian agents. The
Territories never had as honest an
capable a set of officers as the preseiT
appoitees.
Gov, Gordon has ordered the insti
tution of suit against Jas. M. Smith,
one o. the convict lessees ot Oglethorp
county, for the penalties doe on a
number of escaped convicts. The It. w

hundred dollars for and on the account
of every prisoner they let escape and
do not recapture.

We do not assail all the lessees and
charge them with inhumanity, but we
do not recognize any redeeming qual
ities in the present plan of f;u tiling out
convicts. The cupidity that fattens
and b comes insolent upon tears, an
guish and blood of its victims should
b; denounced and made to suffer the
penalty of law toi its avaricious greed
and cruel inhumanity. Is there not
virtue enough in tHe legislature to ei
ther abolish the system or do uwny
with abuses that cry aloud fo r reform?
II is the legislature no power to enact
that the convicts shall not be held
down and whipped til! the blood runs
down their backs? What a digrace
tiil and damnable system this is that
permits snch inhumanities in a State
that boasts of her schools and churches
an 1 of her civilzation and progress?

it has the power to stop them. Again,
<ll honor upon Governor Gordon for
his prompt action in ruling the lessees
to show cause why their contracts
with the State should not be lantuiled.
No doubt but that it is somewhat
a surprise to t he people of tins county,
where such a large number of the
convicts are woiked, that there has
really been occasions at other camps
for the utterance of such sentiments
as above. But, as to the system, the
Chronilo is too severe in its abuse and
criticisms. Neither can we see that
the legislature has subjected itself to
criticism on the matter. Provisions
have been made to prevent the abuses
complained of, and it belongs more
properly to the executive officers to
see that they are enforced.

about this? Perhaps it is not necessa
ry to pass an opinion until New
York and Massachusetts vote next
vear. It may so come abort that the
destruction of then cities shall be a
matter ot indifference to the interior
States.
