that a number of the Southern Re
publicans elect to the 51st Congress
will make a demand upon their
party for the repeal of the internal
taxes on tobacco and fruit brandy.
They have prepared a ‘‘petition”
asking .the Republicans to repeal
these taxes; and advise Southern
Republican .Congressmen to insist
on it as a pfe-requisite to their,par
ticipation in a caucus or their sup
port of caucus nominees or meas-
ures.
The “petition” ,or .circular sent
out for signatures, -says : “We re
pudiate the doctrine of implicit
obedience to the decrees of a cau
cus concerning which we find no
provision in the constitution, aud
insist that in the organization of
the fifty-first Congress you shall
vote only tor the candidates whose
views are known to be in accord
with our own. and that in all com
mittees ou the floor of the house
you shall vote for measures de
manded by your constituents and
particularly for the abolition of
the excise taxes on tobacco and
brandy distilled from, fruits, and
for a bill to aid in the establish
i
ment and temuoary support of com
mon schools,”

The probability is that a knowl
edge of this movement has had
much to do with the reconsider; -
fion or delay in the call for an ex
tra session of Congress.
There is now an encouraging in-'
dication of trouble for the Republi
cans, and fun for the Democrats,
whenever the fifty-first Congress
