United States Cannot Shirk
' Responsibility.
I
OH MONEY BASIS
i
EJut Must Consider The Nation
al Honor.
New York, March 18.—United
States Senator Julius C. Burrows,
ot Michigan, in a signed state
ment today, says:
“I am profoundly impressed
vitb the belief that in our rela
tion with Spun a crisis is near at
band- In a very few days the gov
ernment will receive the report, of
the court of inquiry, which will he
that the Maine was destroyed by
the explosion of a Spanish mine
or a torpepo.
‘‘lf the court makes the report
I anticipate it will, then will come
lh« tug of war.
“What is the equation with
which the country is confronted?
A vessel of the United States
government liee at anchor in the
port of a friendly power on ti e ex
act spot selected by that power,
bud that vessel is on a peacefu
mission. She is destroyed.
“The question of ports does
not enter into the di-cassion of
responsibility. Spain was as much
bound to protect the Maine and
crew from harm in the port of
Havana as if she had been anchor
ed at her own immediate door. I
Care rot whether the explosion
was produced by or through the
connivance of a Spaniard or Cu
ban, Spain's responsibility for tba
deed is not lessened thereby.
“Suppose that the president of
the United States had visited
Spam on a friendly mission and
was the guest of the queen regent,
and during the night was murder
ed li\ si me member of the queen’s
household or by some fanatical
Spaniards not connected with the
que n’s household; would not
this govi-rment have the right to
ho d Spain responsible for the
died? I contend that it would.
‘‘Therefore, it is that I say
that in our relations with Spain
we are approaching a crisis the
sdut'on and settlement of which
congress alone must determine,
lhe country ixpects congress to
do its duty in the premises and
that the president will do bis.
Neither can shift the responsibili
ties of the hour upon the other,
“Any proposition of congress
to shirk responsibilities or reposo
Bp'Cial powers upon the presides
to meet the emergencies as they
f| nse, will be presented by the peo-
P ip . Congress must not only re
main m session until it knows all
lefacts connec'ed with the loss of
'he Maine, but must not adjourn
"util it has settled, and settled
ri ght all the other questions that
todav pressing for speedy
solution, *
