If the Maine report, which is expected to reach congress on Monday, should prove a strong er document than is now expect ed —stronger than advices which the president has in hand would indicate —it may be regarded of itself as a demand that hostili ties shall begin. So high an au thority as Assistant Secretary Roosevelt is quoted this evening in support of this latter idea. Secretary Roosevelt is said to have declared today that the report is equivalent to a declara tion of war. This same idea is maintained by all the officials of the navy department. Those who talk with their friends declare that the report is sure to show that the destruc tion was done by a mine placed in the harbor by Spanish officials and that in this case a high de gree of Spanish culpability is shown. It will be noted that in the discussion of the policy of the administration there is no talk of the intervention looking to the establishment of the Cuban freedom such as the people of the country seem to desire. There has been undoubted growth in the war feeling today. There is no question that a much larger number of those whose views are considered val uable here in Washington hold that war is inevitable than have ever held so before. It is said at least, tha* some of this feeling is traceable to secret advices re ceived at the state department from Madrid, the exact nature of which has not been given to the public. Eleanor Churchill Gibbs. 1 JE 11 RAPID FIRE GUNS Shipped From England to Uni ted States for Coast Defense Washington, March 24.—Infor mation has been received by the Bureau of Ordnance of the War Department [that the rapid fire seacoast defense guns bought by the Government last week from the Vicar works and the Maxims in England have been shipped to this country. Washington, March 24. —Secre- tary Alger’s office at the war de partment precented an unusually busy aspect today. Much of the secretary’s time was occupied in jonference with the various bureau chiefs of the dspartment in con nection with preparations to im prove the fortification on the seacoast. In addi tion there were a number of mem bers of cjngress who called to have a word with the secretary, among them being Senators Lodge and Hoar and Representative of Illinois. Ri presentative Marsh is chair man of the house committee on militia, which has recently report ed the bill reorganizing that body of of State Soldiery ro raise its efficiency and to appropriate a million dollars for its support. The chairman said he had speken to Speaker Reed recently id regard to the bill and he hopes to be able to call it up in the house for con sideration within a reasoaable time. During his interview with Sec retary Lung, Mr. Marsh urged that in the event of hostilities the first recourse of the government tor soldiers be the State militia, who should be invited to volun teer forth,, defense, These men, he pointed out aro well organized, well drilled and officered, and are in a position to render very effective service. In view cf these facts, Mr. Marsh be lieved that it was the duty of the government to call upon these citizen soldiers for duty in case they care to volunteer. If any members or officers of the guard preferred not to enlist because of larnily or business cares and re sponsibilities, then their places might be taken by volunteers from outside the service. Secretary Alger was very much interested in the arguments made by Mr. Marsh, and while not committing himself on that sub ject, seemed to regard the sugges tions made by him as.practicable. Afterwards Mr. Marsh called on President McKinley and represent ed the statements he had made to the secretary. During the morning Secretary Alger was also in conference with General Miles, commanding the army, respecting the military oc cupation of Fort Jefierson on Dry Tortugas island. The determina tion to garrison this fort has been reached by the secretary after a conference with his aides and the navy department officials and the questions now to be met are those ■ of what improvement in the forti fications may be necessary.
