Board of the public schools of the city of Rome, by one of its members and its secretary, pre sented a report and requested the council to provide $15500,00 for the city schools and requested that a levy be made of 1-5 of 1 % on the total taxable property of the city for the purpose of raising portion of said amount . Upon motion of R. A. Denny the council declined to accede to this recommendation, for the reason that the portion of the act of 1897 which purports to authorize the Board of Trustees of public schools of Ro ne to fix the tax rate of the city for school purposes is unconstitutional, because the act referred to. does not state for what purpose the tax is to be levied.
